Vados may be a villain, or she may not. We'll know when the show gets there. Here's why I think she's not a villain: she could easily beat everyone except for Whis. And why shouldn't she just do it and get it over with? Nah. It seems as if personal ambition doesn't exist for Whis/Vados. They're sole reason for existing is to train and take care of the current God of Destruction. Right now that's Beerus and Champa.
The Champa arc might end with the introduction of a threat or a villain, though. So, I think that the next arc will have a true villain. Hit will join forces with Goku/Vegeta, and Cabba will also join them to fight the next villain.
I can be wrong, and if I am and Vados is the villain, they better have a damn good reason as to why she's trying to be sneaky about it.

Could you say that Champa was the main guy in the story. U7 was fighting against his team and he wanted to switch the Earth from Universe 7 with his. Not to mention he still try to kill the Universe 7 team (or at from what I've read).

Well the arc is all but over and there isn't really going to be a "main villain" as such is there?
Though if anyone were to be considered the main villain of the arc it would obviously be Champa. He may not have really fought anybody in the arc nor is he particularly evil but he is the antagonist of the arc.

I guess you could consider Champa to be the main bad of the arc but it wasn't really like that. It's still a bit surprising given that initially the portrayal of Champa/Vados collecting the Super Dragon Balls hinted that they had evil intentions and in the end nothing really happened of the sort.

It's ok and refreshing not to have a main villain, it's the tournament arc after all, both 21st and 22nd TBs didn't have main villains.

While Hermit Crane wasn't fought, Tien was, and I would argue he was indeed the main villain given that he breaks Yamcha's leg in the quarter finals. He wasn't important since he was the one who drove Tien to be a dick and encouraged his students to murder the entire Turtle School to avenge Tao. Tien was merely the Dragon. The most dominate physical force that Goku had to fight, but the one driving the whole thing was the Crane Hermit. Think of it like Dabura and Babidi. I don't know, Crane Hermit was unimportant in my opinion, nothing like Babidi, it was clearly Tenshinhan's arc.
