Just have a personality and a goal similar to Towa and then you have a good main villainess.

I think it would be good for the series to have a woman villain (and that do not join the good guys, for a change...). And hopefully it's Towa (obviously along with Mira and the Time Breakers). It's high time she joins the series too.

I honestly think the Time Breaker duo should stay the hell away from Super as far as possible. Let the series have its own identity.

And by "own identity" you mean what, exactly? As far as I know/I've heard out there/I've seen, from the color of Super Saiyan God Super Saiyan to the plot of Future Trunks saga come from fanfics (including evil Kaioshin that is not treated/called as Makaio or Makaioshin). I'd say it's better to take elements from games (specifically Dragon Ball Online, for some obvious reasons) than take from fanfics.

Yes, it would be good (Towa, I hope), but not just because. It has to be well written and with a good motivation.
Anyway, I don't think world wide society and especially japanese culture is ready for that big step yet. There's too many stupid people out there that will complain.

A main female villain would be cool, but only if she was interesting. Hopefully they wouldn't over emphasis a "girly" trait and make that her gimmick.

She is, the problem is she hasn't done anything to really show it. Maybe she's asserted it against Champa but we don't really see her do anything else. Have her get a shot in on somebody. Maybe someone who couldn't be phased otherwise? Maybe Black? Zamasu? New Villian? Somebody. We should be shown not told. Sure! Yes please! Just please... No sexy armor, gear, techniques, objectification or jokes and threats of sexual nature at her expense. A nicely written character. Have her be brutal; and have a motive that's not a man or some thinly veiled "feminism's bad" plot. It'd be awesome to see such a huge adversary that characters react to with pure fear/determination to defeat be a female villain; especially one who's THE big bad of an arc.

I always thought that No. 18 was cool. I liked them as duo with 17. It would be great to have female antagonist.
The only strong one and menacing that I can remember from anime is probably Haman Karn from Gundam. Saint Seiya also have pretty strong antagonist Godeses (Odin's attendant Polaris Hilda, Artemis, Calysto, Eris) - I don't count Palas from Saint Seiya Omega tough, whe was bratty and manipulated by Saturn (Yeah, Hilda was manupilated by Nibelungen ring from Poseidon, but she was ruthless).

That'd be fun. I feel like DB isn't the kind of series that seriously wants to be progressive in terms of the genre, but it'd be nice if they tried.
I think what good female villains have in common is that they don't constantly have the fact that they're female paraded in your face. 18 was definitely like that. She's 17's twin, but the fact that she's female had no real impact on her personality or her actions. Although it definitely affected Vegeta and Krillin's actions.

I could have gotten into anything...and yet I chose the story aimed at young Japanese boys about martial arts, and later about super-powerful aliens punching each other really hard.

It's nothing to do with the "way of the times", however. You're talking to someone who worships Frankie Boyle and Jimmy Carr, and I'm sure there are many people here who also love offensive humour too, but that isn't the issue.
Even if you told a top-tier 'edgy' joke, you'd still be met with the same verbal warning. It's about appropriateness for the place you're posting. You wouldn't repeat a Frankie Boyle joke at work for risk of being fired, and the same thing applies here.
This isn't a place for provocative stand-up routines or inappropriate jokes, it's an anime forum that puts an emphasis on solid discussion about Dragon Ball and embracing the series' 'happy shonen spirit' in tone. Posts like the one in question go entirely against that.
There's your clarification. Conversation over. Everyone please go back to discussing the topic at hand. Thanks!
