I'd resurrect King Cold. Seriously, for someone that's the father of the Emperor of the Universe and probably stronger than his powerful son, King Cold turned out to be quite a pansy. I expected more from a character that's supposed to be the regal father of Freeza. This was also a missed opportunity with the ROF film and arc.

The Ginyu Force, they are just some of the funniest and short lived characters (Even when Ginyu returned in Super it was just for one episode). Hell, I could see them becoming good guys in the end. Plus, them being alive gives us more of a chance of seeing them face off against Gohan, Jaco and Videl... In dance off!

Cooler. I'm biased for him, he'd give more insight in Frieza's life, and it would be pretty cool to see him and Frieza face off with Vegeta and Goku in a 2V2.

Probably King Cold. I don't think he ever had a movie and we've only seen him once, but that was for only like, 20 or 30 minutes then he died. So maybe King Cold coming back a lot more stronger than he was before and all-out-of-the-blue to shock the fighters (and possibly get his revenge on Trunks) would be a nice touch. It would be better than resurrecting Frieza again.

He just came off as Frieza's prodigious brother who did his own thing like an Itachi vibe. He would've fit nice in the actual universe.

It'd definitely have to be someone that either didn't get to shine the first time, or someone that would bring some element of surprise by turning up drastically stronger now. So just off the top of my head, I'd have to agree with the ideas of Tao, King Cold, or Dabura. Sadly Cold would be my last pick though, given they brought up the idea in F and then dismissed it, so it'd be a bit too repetitive now.

I have a three-way-tie here.

I really felt that Dabura was a great character that was ultimately wasted and overshadowed due to the timeframe of his introduction. He may have only been around the same level of power as super Perfect Cell, but there are any number of abilities & traits you could give to him (being a demon king from another dimension) that would make him worthy of the status of "main villain of said arc".

Janemba may have gotten a movie, but he is one of the coolest villains in the series with a very unique set of abilities, the raw power in the same category as Super Buu, and could make for an interesting arc.

Lastly there's Cooler. He's tied with Janemba for the title of "best looking villain" in his final form. Sure things would ultimately boil down into Z0Fighters vs Freeza 2.0, but I've always liked his character and the idea behind it.

Mostly to see how he'd behave post Frieza death. Would he remain loyal to Frieza upon the RoF arc, or would he be working under the Z fighters instead?
Will he ever find anything on Earth, often considered a beautiful planet, that can live up to his ridiculously high standards? How would he act around Vegeta? Or Krillin and Gohan? Would he hang out with Yamcha and make the baseball team or become a Hollywood star?

Also I'd like to see another transformer on the team who isn't a saiyan.

I think Dabura. i would of said Janemba, as I liked his backstory. But I can't stand brainless villains..

I also wouldn't be adverse to them revamping and old movies villain to fit supers continuity and power scale. (well as long as it isn't broly).
