Which actors and characters were exactly credited? Was there was any special order for it, or was it just alphabetical or random?

I believe so, but I don't think everyone was credited. Just major characters and maybe some minor characters. I remember the characters from GT were at the end of the cast section though.

They are not necessarily in order of appearance, but more by their importance, and then by appearance, and then whether that seiyuu has already been listed or not. That sounds weird, but you'll see what I mean. There is one credit per seiyuu involved with the series, with their most well known character listed. Did the credit role at the end of DBZ ep. 291 list so many people? I know that they planned to have more episodes but since that is where the manga ended I feel that that episode should have had just as many credits if not more.

The ending credits for DragonBall Z episode 291 were the same as the 290 episodes that came before it. They knew that the manga was ending ahead of time, and they had already planned for GT, so there was no need for a really long ending credit.

Like I said, there is one credit per seiyuu involved with the series, with their most well known character listed. These credits are more for the seiyuu than the characters themselves. For instance, Gouri Daisuke did the voice of Mister Satan, but is listed in the credits under Gyuumao. Minaguchi Yuuko voiced Videl, but she is listed under Pan because she was in all 64 episodes of GT. They listed Futamata Issei as a Rabbit Gang Member because that's the only voice he had in DragonBall.

In manga his name is Black Hosa (ブラック補佐). Hosa (補佐) literally translates to "assistant". However, in the anime his name was Black Sanbou (ブラック参謀), or he is simply just referred to as Black (ブラック). Sanbou (参謀) literally translates to "staff officer" or "someone participating in planning", so I usually translate it as Assistant anyway. I don't know who "figured" this out on the forums earlier, but this issue has been around for a long time, like since 1986. So it just sounds weird when you say someone just "figured" it out. Though, I do understand that if you don't pay much attention to these things, something like this will just hit you one day, and you'll be shocked you never noticed it before.

It was Chibi Mystic Gohan who noticed it and made a thread pointing it out. I believe Daimao even posted in it, saying he had never noticed it before. Part of CMG's point was that "Black Sanbou" sounds quite a bit like "Black Sambo", the racist caricature that Mister Popo strongly resembles, and who Black also looks like with his exaggerated lips.

Wasn't it in the GT credits? I felt it was relevant since we are discussing the big credit roll at the end of GT.
