Ginyu Squad: Freeza's top goons, or outsourced fighters?

Well, yeah, I'm sure he'd have sold it if things went his way. But I don't think it was anything special.
I work at a hospital, and the first thing they drill into you is hand hygiene. So I might chastise a friend at a movie theater for not washing his hands in the bathroom. Just cuz it's my mindset. That doesn't mean I'm screening for a MRSA outbreak.
I don't think Earth was anything special to Vegeta. It was nice looking, easily habitable, and had a weak populace... so, sure, why not sell it. Heck, it was already on the list (hence Goku's presence there). But the only reason Raditz set foot on that planet was to fetch his brother, and the only reason Vegeta set foot on that planet was for the Dragon Balls. At least that's my interpretation.

I always assumed that THAT was based on some misconceptions by Raditz about the comparative power of his allies. Or perhaps the population was just HUGE, and enough of them swarming would be a problem, like Saiyans and Freeza. There was not a single Saiyan that stood a CHANCE against Frieza, but the group would be problematic.
And, for example, Frieza plus Ginyu Tokusentai would be FAR more effective against a group of Saiyans than just Frieza by himself, even though the Ginyu are so much weaker than Frieza.
It was always my thought that the Saiyan empire did one of two things: 9/10 times they sold a planet to the highest bidder, 1/10 times they kept it for themselves to expand their own empire (slaves, new technology, etc). Then Freeza comes along and gives them an ultimatum: "sell to me alone or I'll kill you." 9/10 times they sell to Freeza (who most likely won't be the highest bidder since he's the ONLY bidder), 1/10 they keep it for the empire. Not only that, but there are times when Freeza's goons will take that 1/10 before the Saiyans get to it.
After the destruction of planet Vegeta, Vegeta went from next in line as Ruler of a Galactic Empire to literally being homeless. It makes sense that he, Nappa, and Radditz would wind up as "just another team of warriors" in Freeza's army.

Daizenshuu 7. It also makes the most sense and explains why there are aliens on planet Vegeta: well over 90% of Saiyans go straight into the military. The manga and anime itself imply that it's 100%. Can you see them using Saiyans in a factory or planting crops on a farm? It seems like it can mean quite a few different things, like the whole world or a ruling power, and by extension a kingdom/nation.
