I'd just like to point out that the screen of Kakao that was taken was horribly drawn and doesn't look DBZ style at all, look at his calves!

It wasn't a bad drawing, it was intended to be that way. If you re-watch the scene where this frame makes it's appearance, it's important to pay close attention to the 'warping' of the body in order to create a fluid dynamic style of animation. Additionally, the scene is being viewed at a 45 degree angle or so, hence the huge upper body portion, and the skinny body chest down.

I guess the ugliest is the all of villains Yukio Ebisawa and Masayuki Uchiyama drew.

Filler can be implemented a LOT more smoothly, One Piece does this very nicely.
