I'd just like to point out that the screen of Kakao that was taken was horribly drawn and doesn't look DBZ style at all, look at his calves!

It wasn't a bad drawing, it was intended to be that way. If you re-watch the scene where this frame makes it's appearance, it's important to pay close attention to the 'warping' of the body in order to create a fluid dynamic style of animation. Additionally, the scene is being viewed at a 45 degree angle or so, hence the huge upper body portion, and the skinny body chest down.

Funny, I always thought Kakao was the coolest-looking of the Movie 3 villains. Not that he’s necessarily “handsome,” though…

I guess the ugliest is the all of villains Yukio Ebisawa and Masayuki Uchiyama drew.

It might be just me, but Vegeta has always seriously looked like Jet Li in that particular shot for some reason. Like, for years.

Isn't that pretty much the point of filler, to slow down the episodes? Ya know, so they can stretch a small chapter of manga across 20 minutes or prevent the anime from catching up to the manga?

Thank god for filler, or DBZ could've turned out like the last arc of Rurouni Kenshin

Filler can be implemented a LOT more smoothly, One Piece does this very nicely.
(With the exception of the Apis arc....FUCK YOU APIS ARC!)
