In the dub, it is hinted Recoome is a mutant. To my memory, there is no mention of an android anywhere. Though, as usual, I could be wrong.
And said androids such as 16 and 19 don't have any flesh and blood around a skeleton, which is clearly visible whenever another one of their body parts comes flying off.
I don't think there's much of an explanation for the liquid, other than it was added in by Toriyama for dramatic effect, and to create a more distinct association with the android characters.

16 has skin, doesn't he? Yeah, he looks like a big, pug ugly human. I'm thinking the "blood" was added for the same reason the skin was; to make him seem more human.

1. Recoome is not an android. Only dub Vegeta calls him an "overgrown android" and even that was more of an insult than stating a fact.
2. Recoome IS a mutant. Ginyu's "He may be a mutant like us" line is in the Japanese anime, and even in the manga, if I recall correctly.

Not necessarily. It's possible only Ginyu and Jeece were mutants. As I mentioned before, I always assumed he was wished back, but lived his life as a recluse out in the forest or something, so he could be close to nature.Then how come we never see him again? Because when they wished everyone Cell killed back to life, Android 17 came back. Why not Android 16? Was that just a plothole?

As mentioned quite a lot before, #16 was an android. Since he was a robot, he had no soul, and could not be wished back. Unless, of course, the wish applied to everything...maybe he was reassembled...?
I was voted "most unique" and "most likely to become the next existential thinker" in high school.
#8, who is stated to be a robot, was ressurected by the Dragon Balls(after all, he wouldn't be alive at the end of Buu Saga if he hadn't been ressurected after the Earth was destroyed), so, I'd think that #16 also was alive. Was he stated to be 100% Android? I always assumed it was some sort of Super coolant or renewable fuel because the Androids 19 and 16 used energy attacks and such. 16 was an eternal energy model, so his whole system was probably in his head and torso. It could also have been renewable battery fluid, which is most likely. That stuff is sometimes red.
19's came down to his hands because he absorbed energy into his system that way. I always figured that's why when Vegeta ripped his arms off so much came leaking out at the wrists.

Is it really stated that #16 is an eternal energy model? I think that when #17 asked Gero if he was also an eternal energy model (or an absorption one), Gero said he was different from them (and a menace, blah blah blah).
This kinda confuses me, cyborgs are part-human and part-robot and androids are only robot, right? Then, why did someone say they couldn't be called C-16, 17, 18 because they weren't cyborgs?

At least, in my manga(which is the official Brazilian edition) he states that he is a robot at least once.
Concerning #8, it's kinda weird. Personally, I have the idea that he is probably a strange sort of cyborg, made from human parts, though the parts might have been dead and then ressurrected. Whether that makes him an android or cyborg is really sort of unclear, but I think it would be possible to ressurect him by the dragon either way.
I know in one of the Daizenshuu (I got to page through Mike's and Julian's at Anime Next last year), it lists all the saiyans according to their blood (full, half, quarter), and then on another page it lists the jinzouningen according to type, and actually SAYS what each one is in katakana. For me, there was a shocker on the page, but for the life of me, I can't remember what it said. Julian or Mike, can you help out here?
