No, actually it would make sense to say he would be the strongest because he is at a higher rank, so he should be stronger. For example, the Kaio-sama is at a higher rank than Kami, and the Kaio-sama is also stronger than Kami. The Dai Kaio-sama is at a higher rank than the regular Kaio-sama, and the Dai Kaio-sama (a.k.a. Grand Kai) was stronger than the other Kaio-samas. Last, the Kaioshin was at a higher rank than the Kami, Kaio-sama, and Dai Kaio-sama, and all 4 of them were stronger than the Kaio-sama and Dai Kaio-sama. So it would make sense to say the Dai Kaio-sama, being at the highest rank, is stronger than the other 4 regular Kaio-samas.
And no one has answered my question yet.

According to Toriyama's explanation of how Kaio and Kaioshin are selected though, which rank someone gets is purely a matter of luck: whenever a Kaio/shin dies, a replacement is chosen by lottery. So becoming Dai-Kaioshin is determined by 1) being a Shinjin born from the rare golden Kaiju fruit 2) being around when the current Dai-Kaioshin dies and 3) winning the lottery held to pick the next Dai-Kaioshin.
The reason why each rank of god tends to be stronger than the last is probably due to the different races involved. Planetary gods are chosen from the local population of that planet, so their strength depends on the races' potential. Kaio are chosen from Shinjin, so apparently Shinjin are simply a strong race. Then Kaioshin are chosen from golden fruit Shinjin, who are apparently much stronger than regular Shinjin.

That's a point. Why weren't some new Kaioshin picked to replace the ones Boo killed? Seems like there's always more than enough potential Kaioshin to take the places of any that die.

Toriyama doesn't say, but he does describe golden Kaiju fruit as rare, so I'd say the best guess is that no new golden fruit have grown since Boo's original rampage. So that would leave no potential canidates to replace the killed Kaioshin. Toriyama said that Planet Kai-Shin had a population of about 80, but that presumably includes both regular-fruit Shinjin and golden-fruit ones. We don't know what the ratio of regular to gold Shinjin is. So there could be lots of potential new Kaio, but no potential Kaioshin.

I know that nobody knows for sure, but there are a lot of DBZ fans on this forum thats been watching DBZ for a very long time, so this would be the best place to get oppinions on who's stronger.
Oh, and I think the chubby Dai Kaioshin is more powerful than the East Kaioshin. The East Kaioshin was the strongest out of the 4 regular Kaioshins, but not the Dai Kaioshin.
East Kaioshin was the weakest of the 4 Kaioshin.
Anyway, it's hard to have an opinion on this. Dai Kaioshin was only seen in about 1 panel and filler, and he didn't do much. If pulling the Z sword out takes strength and nothing more, and all of them were curious enough to try, then you'd think Cell would probably be stronger. If not to either of those ifs, then it's just a random guess.

I would say no, he is not. SSJ Cell Games Gohan is in Cell's league. 7 years later, he is very weak (compared to at the Cell Games), but still capable of drawing out the Z-Sword, something Dai Kaioshin couldn't. So since SSJ Budokai-Gohan is stronger than the Dai Kaioshin, we know Cell is probably more powerful as well.
