End of Z Yamcha
Was he stronger than Cell at this point?
-In the Other World Tournament; Pikkon and Olibu were fighting and Olibu but with a great effort.
-Pikkon went to Hell and took out Cell with a firey kick.
-Later on in Other World we see Yamcha fighting and winning against Olibu.
So if Olibu=Pikkon and Pikkon>Cell and Yamcha>Olibu; does that make Yamcha>Cell?
Although I am not sure what all of which was filler.

2. Yes, you could say that Yamcha was stronger than Cell at that point, but only in the anime. In the manga, it is very likely that he is weaker than Cell.
By the way, the whole of the Otherworld Tournament, Paikuhan and Olibu is filler.

And no, Yamcha is nowhere near as strong as Cell, not by any stretch of the imagination. He's not even as strong as Frieza. He would be lucky to take out the Ginyu Force, or Zarbon.
The evidence: Yamcha got taken out with one blow even by Gero, and ever since then he became a complete wuss. He completely gave up and even quit training after that point, so we can only assume he got weaker than he already was.

Added to this, for an in-story answer, note that Cell doesn't have his body in Hell, and the whole point of Cell is to show he's so powerful BECAUSE of his body. I am even taking into account Yamcha at his peak.
If I had to wager a guess, I would say that Yamcha at his peak of power, not including filler, is probably around the strength of Vegeta during the Ginyu Force fight. So somewhere in the neighborhood of 25-30 thousand.
I know that seems pathetically low, But if it makes you feel any better, Krillin and Tenshinhan where probably only a bit higher.
But you also have to understand that for a human that power level is outrageously high. think about the fact that Kame Senin was for the longest time the strongest fighter in the world with a power level cruising around 200 at it's peak. That's right, 200. And now think about the fact that Krillin, Ten and Yamcha all surpassed 10,000. That's insanity.

Didn't Paikuhan only take off his weights to fight Goku though? I think it's a leap to assume that Olibu was in the same league as him.

Gonna have to agree with Rocketman. Yeah, he got training from North Kaio, but I doubt he improved that much since Goku was going toe to toe with Ginyu even after Kaio AND gravity training.
I'd imagine Yamcha by the end of the series to be around Nappa's level, ideally.

Tack on four years of training to that, three of which were intensive. I think he's impressive enough, but not to a point where it matters by that point. I like to think that Tenshinhan vs Cell showed us that it's possible for humans to become crazy powerful, too.
