Only Atari is calling it a Budokai game. Bandai and Spike aren't, so it's not. Only in EU and NA is this part of the Budokai franchise. So it's still not Budokai 4. That would be like calling Ultimate Mortal Kombat 3 MK4. Or, to stick to the material. UB22 Budokai 0.
Also, I posted this to GameFAQs but I think I'll put it here too:

I think your right there... But whats under heaven? The World! Therefore "World's best" is still correct I think. Of couse if theres someone who actually knows Japanese like Julian or Daimao they might know better...

I don't remember how "Budokai" breaks down, but it's "martial arts meeting" all together.
You can translate and decode it any way you want, it's all really the same thing.

According to my dictionary, Budoukai broke down into two words...
Budo (n) - The way of the Samurai
[Martial Arts]
Kai (n) -
1 Meeting; Conference,
2 Party; Gathering,
3 Association.
So yes, as you said we get "Martial Arts Meeting", and then if I am remembering correctly, the dub referenced a "Martial Arts Association", so Budoukai would even cover that statement as well.
That is to say unless my dictionary is completely wrong, and useless. Heh.

....I'm sorry but the more I see of this game the more it makes me excited in all the wrong ways. I haven't been this happy about a DB game since I ordered Legends from the back of EGM and didn't know WHO ANY OF THE F#CKING CHARACTERS WERE.
wow....I hope this game is every bit as ass-kicking as it looks.

FYI, there was a small update (5/6) to the Japanese "Sparking!" page, if you haven't checked it out. Go to the character section (Piccolo added) and Game System for screenshots with Goku vs Vejita, Gohan vs Piccolo and Broli vs Janeba.

Ironic, isn't it? The Japanese give an English title for the game, while the Americans give a Japanese title.
Either it is a "mutual respect" thing, or the companies don't want the consumers to know what the title means.

I don't think it's scripted like in the Budokai games, but more of an 'everything's breakable' idea. Hehe. Can't wait to knock somone into one of those pillars on the Cell Games ring and smash the thing! XD

Gamespot has a very, very uneventful preview of the game, except that (though I don't know if this was mentioned in the IGN preview) it was noted that characters show battle damage.
Which rocks.
And I hope this game doesn't suck.

That would be great. I still enjoyed smashing people into things to break stuff in Budokai 3, but it would be so much more fun to be able to do it myself, in real-time. Kind of like comparing a turn based RPG battle to an action RPG battle.
