I think if Namco Bandai would give Spike, Dimps or whoever atleast 2 years to make a Dragonball game it would come out fantastic. Budokai 3 and Tenkaichi 3 came out just a short year after the previous installment, and those are arguably the 2 best DBZ games. So just imagine if Spike or Dimps had 2 or 2 in a half years to make one. Just look at how MK:9 is turning out http://www.youtube.com/watch?v=izVZsnCiaWk and its due next spring thanks to Warner Bros who gave the MK crew time to make a badass game and it has been in development since MK vs DC, which came out in fall of 08. So just imagine if a DB game got this much development time.
It's not too late. One day, it will be.

HAHA! The developers wouldn't know what to do with all the time they suddenly have. They'd probably rush it just by instinct.

It's been said that it takes at least two years to make decent video game. I always assumed that meant a new game from mostly the ground up. Fighting games can take more time if it's an entirely new game (Street Fighter IV), or maybe less if it's a sequel or expansion (Super Street Fighter IV). Dragonball's a bit different. It's a licensed game, so the plot, characters, and designs are already there. You just have to work out the actual gameplay. When working on the first entry to particular series, Budokai or Budokai Tenkaichi, they may have been given more time than what was given for the sequels. Then, when working on Burst Limit and Raging Blast, they may have again been given more time than normal.
