I believe Goku's exact dialogue was, "His power might be even greater than Burorii's, but..." and then puts the 15 second charging time on his blasts to the test.

So basically it comes down to Goku believing that he might be stronger than Burorii, but that the difference wasn't that major that it was clear who the stronger was.

In Dangerous Duo! Super Warriors cannot Rest! Broly got a zenkai and his KI increased. Broly is stronger then, but maybe Hatchyak was stronger in the first Broly movie(Goku said "may").

Broly destroyed a Galaxy in his restricted form, as was claimed as a universal threat. Hackyak was only claimed as a universal threat, though he could destroy a Galaxy for sure.

He never actually destroyed the Southern Galaxy in one attack though, if that's what you're suggesting. The beginning of movie 8 is basically a time lapse of the destruction Burorii inflicted across the galaxy throughout the majority of his life, as we see flashbacks of him going around blowing up planets as a child and as a teenager.

How do figure this to be true? Super Saiyans never receive zenkais, and the criteria for acquiring one in the first place was lost on Broly. He didn't heal at an accelerated rate. Not only that, but he didn't even really heal properly at all. He was only trapped in a pool of ice for ~7 years, following his defeat at the hands of Goku. He seemed weaker, if nothing else, in Movie 10. Despite the Toriyama notation that dictates otherwise.

Nah, that's an old and purely fictitious rumor. The exact wording of Goku's dialogue is what I mentioned above, which suggests that though he might be stronger than Burorii's, the difference between them isn't great enough to where he could say that with any real confidence.

Now that I re-read it, I missed the "only" part of your post. Super Perfect Cell is the closest example of a Super Saiyan receiving a near-death power-up.

who is more powerful?

Well, the OVA is based on the DBZ Playdia game and what's worth mentioning is that both Cell and Broli makes an appearance in the game. We know which Cell this is, because he has only his Super Perfect form. Broli on the other hand, has three forms: Base, Super Saiyan, and his legnedary or powered up form.


In movie 8, Goku confirmed that Broli's Super Saiyan IS more powerful than all of theirs when he discovered Broli's ki signature. In the night scene, Goku realizes the exact same ki when Broli decides to power up during their confrontation. Paragus soon shows up and tells Broli to not raise his ki any further, revealing more depth to the suppressed Super Saiyan Broli that was already stated to be more powerful than everyone else.

So to answer your question, Hatchiyack is only slightly more powerful than movie 8 Super Saiyan Broli.
