Just finished watching it. I thought it was actually pretty good.
The musical score stuck out to me the most in this special. I thought the orchestral pieces worked really well with this special. There's a slow piece that plays when Hatchiyack (sp?) beats up Goku & others that I really liked.
The art/animation was pretty good, but I agree with some of you that the art looked wierd at points. One example is early in the special, where there's a scene where some of the characters have really thick outlines. As far as I know, that was the only point in the special where that happened. Other than that, I thought the art/animation looked great most of the time. I thought that one scene where all of the heroes shoot their ki attacks looked awesome, especially Gohan's. (Although maybe I'm a little biased since he's my favorite character, especially at this point in his life...)
The plot definitely felt a bit rushed. The beginning wasn't too bad, but once Goku and friends depart to confront Raichi, the story really speeds up and feels rushed. I think the special could've used a little more humor as well. I thought throughout the special, "Where is that Dragon Ball humor?" 'Course, there was humor at the end, but I wish there was more of it throughout the whole thing.
All of the voice actors sounded great as well. It's amazing Nozawa can still belt out a "Kame-hame-ha!" like she did two decades ago. It makes it hard to believe the woman is 74...
Overall, this was a great little special for the series even if it did have a few flaws. But hey, nothing's perfect, right? It's still awesome that we're getting new full-length animation for the series 13 years after the original anime came to an end.

Because fansubbers have this mentality where they feel that existing translations of an Anime are inadequate for whatever reason, and they have to do their own one. Actually it was because the left-alignment, dub names and subtitled "graah"s made them rather frustrating to watch. It's not much more than a transcription of the official subs with name tweaks and other minor tweaks here and there.

I'm working on it. I can tell you that there are both some new and old animators that worked on it, but I don't have a definitive list yet. Just watched it.
I'm ... honestly not sure I enjoyed this more than the original. Watching the original, I was fully aware the entire time that it was a silly little video-game guide. I was able to cut it a lot of slack and enjoy it for what it was. With this, I'm not so sure. It does away with some of the more ridiculous moments ("Hey! They're Ghost Warriors!"), but it looses a bit of the charm. In the end, I actually had trouble sitting through its twenty-minute run-time, which is just not a good sign.
For whatever other problems the subtitles have, I'm glad to finally see the villain referred to as "Lychee." Even if it doesn't obfuscate the source of the pun at all, it's still preferable to the butchered transliteration of "Raichi," which really makes no sense.
Oh, and did anyone catch what tune the Destron Gas Machine was playing?
