I didn't think Tenshinhan looked that bad in the original. I always thought that God just added weights after a certain point. I don't think when Goku trained with God, he immediately started wearing weights. Goku and Kuririn certainly didn't do it with Kame-sennin. But as Herms said, it seems like a pretty easy thing to fake. I think it's an edit.

I'm looking at the original panel right now and I don't see what's so horrible about it. Sure back then Toriyama didn't have such a good grasp of human anatomy but this looks just as bad. Arms way too short, torso way to buff and the face does look strange to me.
Yeah I'm leaning towards fan work.
I did read somewhere that Toriyama at some point was working on new edition of the manga "to polish it" but I think he mentioned that he wasn't redrawing scenes.Probably it is some later edition of the kanzenban,cos they fixed the absence of the third eye and they also added the weights,after all they were supposed to train with weights.

Hmmm...well, the Japanese Wikipedia page for DragonBall doesn't mention anything like this in their list of kanzenban changes. It's possible that they missed it or it's a newer change that the page hasn't been updated to include yet, but this does incline me more towards it being some fan edit.

The arms look fine to me considering his position,but well in that case the arms are too short in both versions.The face looks modern to me like in that dvd cover between Ten and yamcha.Arms way too short, torso way to buff and the face does look strange to me.
Now the arms below look horrible.

Yeah, he said that back in issue #1 of the US Shonen Jump (2003).
