The subject isn't mentioned in the Japanese sentence, so Gokū can be referring to himself (I'll be sure to come back, so don't miss it!) or to the viewer ("Be sure to come back, don't miss it!"). Well I watched the rest of the episode today and I will say that the 'Anoyoichi Budokai' footage makes a little more sense when you watch the rest of the episode. Oh, and I found the narrator's last words very interesting:
I'm not sure how accurate the translation was, but it gives me hope for the future."Goku's adventure continues, but we'll talk about that at a later time... Let's have a break until then. Everyone, see you again!

I just finished watching the entire episode. I liked it a lot. The little Dragon soul series overview wasn't Doomrider, but it was still neat to see how they specifically showed that everyone pulled their weight in the end to take down Cell (thus making no present character "useless" at the end). Also, the thing with Gohan being too short is on the screen for like 2 seconds. If nobody ever pointed it out it would've taken forever for me to notice. Lastly, the Anoyo'ichi Budoukai bit was a very short and fun way to expand on Goku talking about meeting fighters in the Afterlife and showing him having fun despite being dead.
As Kai isn't going to continue, the only thing I would've done differently is used that montage time to show Gohan grown up and going to High School and everyone preparing for the next Tenka'ichi Budoukai (without really getting into the Boo stuff) instead of making a montage of what happened in all of Kai. For whatever reason I can't quite put my finger on, I would've enjoyed it even more.

Why everyone wants Boo arc stuff? I prefer it as it is. As it doesn't seem to continue, I don't see a reason to show future footage and make the fans hope for more, while they will possibly never have more. But if they ever do the Boo arc, I want Toei to animate the Kanzenban ending.

Not necessarily Boo arc stuff that shows the villain or anything, but more or less the stuff that leads right up to it that shows how the characters went about their lives as Gohan grew up. It would show that Krillin and #18 got together and had a kid. It would show that Gohan continued studying to be a scholar. Stuff like that. Despite the music, this episode was brilliant.
They even kept that awesome time travel scene I loved so much. This episode is a really cool ending for Kai.

Wow was this episode all over the place for me.
It's very weird coming back to Kai after four months have passed; especially with the music alterations. Where Z's score in Kai was a novelty for me back in April, here it just feels very misplaced. Some of the music placement was pretty bad in the beginning of this episode, but things got better as they moved along. The whole episode felt rushed; like they were trying to cram so much in and jumping constantly from one thing to the next that it made it hard to concentrate on the most dramatic/serious part of the episode: Trunks finishing his work in the future. I mean, I always enjoy cute Goku filler, but it felt like it belonged in a different episode.
As much as I'd like to see what they do with the Buu arc if they get to it, I have a feeling those optimistic hints are exactly the same as the live action movie's cliffhanger-with-a-bowl-of-soup. It's most likely not going to happen. You'd need a combo of Toriko tanking badly and people buying a load more DB merchandise to get Kai back.
The AMV-ish recap at the end; I'll admit there were parts of it that did make me crack a smile (at the beginning mostly) but this also seemed kind of frantically set up. I have to wonder how much notice everyone was given in terms of finding out that the series was ending and they had to wrap things up.

I don't have the episode/manga available, but I believe he just said "That's beyond my power" with no further clarification.
