There's no way Movie 12 occurs in the midst of the Boo arc. There's, what, a single day when Goku and Vegeta are both dead at the same time? And Goku spends the entire time chilling on the Kaioshin planet. Hell, for that matter, the entire time Goku and Vegeta are both dead, Gohan is either receiving Old Kaioshin's powerup or fighting Boo; certainly no time for him to be on his standard Saiyaman duty.
Movie 8 comes a little closer to fitting, but both Goku and Gohan's lack of Super Saiyan and the lack of panic prevents it. And it's not just that we assume there should be panic but don't see it. The narrator
specifically states in both the manga and anime that the world shuts down after the announcement of the Cell Games. We even see Goku drive through empty streets as Chi-Chi comments on the fact that no one wants to work if they think they're going to die. There's no way people are lining up for school interviews during all this.
The movie was just never intended to fit. Each movie just takes the anime's status quo at the time of its production and runs with it. The fact that Movies 9 and 13 fit so seamlessly is a coincidence, if anything, and they only work so well because they're based on status quos set right before time-skips.
