As a dub fan back in those days, I can honestly say I thought GT was a half-and-half situation.
For me, I remember thinking it was cool to see a kid Goku, and I really enjoyed a lot of the action, as well as SSJ4. I recall seeing the dub as more serious than it's Z counterpart, likely due to FUNi's attempts at making it "hardcore". Something about it, the pacing I guess, made it seem much more exciting, like more was happening.
I also remember not even remotely liking the music, and thinking that a lot of the plots seemed... contrived, I guess. And I hated "Step Into the Grand Tour", because it wasn't the synth-rock I was accustomed to (probably the reason I disliked the music).

How exactly did the "lost episodes work?"
Did Funimation show 17-64 in chronological order, and then the first 15 or so episodes?

In the beginning I thought something was odd, If my memory serves correctly The first Dragonball GT episode that was aired was Goku & Trunks trapped inside those robots and they released some kinda sleeping gas? I remember thinking ''Okay how did they get into that situation?'' but later on they revealed ''The Lost Episodes!'' I always thought ''How do you loose a brand new series episodes?'' It has been such a long time that I hardly remember how that all played out on Toonami

Funimation created their own recap episode of the first 16 episodes....
I can see how it could be kind of confusing.
I remember at ukdb.net they had a meme where they made fun of that one creepy bad guy that turned Pan into a doll as being a pedo. The BW dub didn't skip.... it was so perfect, except for those voices...
Trust me when I say those voices make it unwatchable, when you hear Vegeta talk like a stereotype of a macho gay man you pretty much lose all hope.

Vegeta's voice actor is horrible

The dub is much more enjoyable with the Japanese BGM, but still not enjoyable. See what I did there.

did anyone like the voice acting of Nova shenron and Ice shenron? because despite GT not being the best thing, they were my 2 favorite characters in GT.

I guess this is supposed to be more about the dub than the animation but as a dub fan(watching the whole thing in English first) I thought GT was just odd. It's weird because I liked the ending of GT more than I liked the ending of Z but there are all those certain episodes and the disappointment SSJ4 Gogeta was to me. Its funny how so many people love the character but the video games are what do him justice not the show. His Big Bang Kamehameha looked more like ball of mist attack. Trailing off a bit that attack in the games x100 was probably one of the only attacks I preferred to hear in English.

My personal take as a fan of the Funimation cast: Brilliant ideas (idea of misusing the Dragonballs coming back to bite them in the rear, delving further into the history of the Saiyans etc.), awful execution. It's like Countdown to Final Crisis for Dragonball, with everything going all over the place, except GT was more consistent.

The GT dub was pretty tight. I had a lot of fun watching GT from the Baby arc to the end of the evil Shenlong arc.
I saw it for the first time in English and loved it. Sure I had many problems with it, but it was still enjoyable. To be fair, I was just 15 years old at the time (2003). I may not have liked it as much now, at least not the dub.

Actually, it wasn't just the horrible voice acting that spawned the "Vegeta is now gay" meme among some UK fans. The fact that Vegeta wears lots of leather-like outfits in GT and has that ugly moustache (along with the voice) is what ultimately spawned that meme.
