Actually, I think it's more than "halfway decent" throughout.

Keep in mind it's coming just after the Freeza arc, which, from about the time Goku arrives on Namek to the end of the storyline, is probably the longest run of bad art/animation in the series. Goku looks on-model in like ... five of those episodes? And even the best-looking ones are incredibly stiff by the standards of the rest of the series. But no one ever brings that up because, again, content coloring perception.

I wasn't saying I actually think that's what the Makio World is made of, just using it as an example to say that it's perfectly feasible for destroying a planet to be a big thing at that point in the series.

Heeey kids! Guess who's back!
Since someone asked, I jumped into the Anoyoichi Budokai Arc instead. From what I can tell, this arc is highly regarded as the best, and it's easy to see why. So without further ado, let's jump right into the good stuff:

The Good Stuff!:
  • - Right on the first episode we get some cool things, we get to know more about the afterlife and how it all works, we're also shown more areas of it like the airport.
    - Onis a plenty! I really like to see new designs of the Oni race, we get a one eyed Oni and also a female one, that's a first.
    - We get a short glimpse of Heaven.
    - When Goku arrives at Dai Kaio's Planet we get some cool cameos, namely a couple of Shamoans fighting, and a Kanassan training.
    - Dai Kaio Sama is hilarious, his voice and speech maneirisms crack me up.
    - We get to see Gozu and Mezu again! Even if only for a short time.
    - Paikuhan is shown to be amazingly strong, easily beating Cell. Now many people discuss this, coming up with excuses like "Cell was surprised". Cell was charging against Goku, he was fully battle ready, Paikuhan charged from behind Goku and booted Cell in the face. There is no argument here, Paikuhan clearly tops over Cell. Bear in mind though that he appears to be using a fiery aura, maybe it's something similar to a Kaioken, which would make sense since at some point he was trained by a Kaio like everyone else. He does not use this against Goku.
    - The Kaios interaction and overall bickering. It's funny to see how childish they all are. I guess longevity makes you bored.
    - Super Kaioken! Never used before or after and only effective for one attack, awesome.
    - I should add that all the different warriors with their techniques are pretty good too, especially Paikuhan, obviously. At this point in the franchise I don't need to explain how awesome Paikuhan is and why, but I'll add that I really like all the unique techniques he uses. I also really like Aqua's and Tolbi's designs.
The Bad Stuff:
  • - Some silly colouring mistakes like Gurdos eyes being coloured black when he first appears and Goku's hair also coloured black when he turns Super Saiyan.
    - Fights are over too quickly. Not sure if this is good or bad, but they fights could have been a bit more fleshed out, after all, these are the best fighters in the Afterlife.
    - We don't get to see the Paikuhan/Tolbi fight. It's the only main fight we don't see. We could have had the fight instead of East Kaio's fighters running. It's a big miss in my opinion.
    - At the end of episode 198 Paikuhan sees Goku transform and looks excited, at the beginning of episode 199 he looks nervous. He should have known about this before since Goku transformed in Hell. Even though thanks to the colouring mistake, one could argue that he didn't actually transform.
    - Thunder Flash/Crush/Crash is a fire move. What gives?
    - Now this is the meat of the whole Arc. Goku won fair and square, he exploited a weakness in Paikuhans Thunder Crash and outsmarted him, once again proving Goku ingenuity whilst fighting. But I still feel Goku should not have won. Just before Paikuhan uses his final Thunder Crash, he sends Goku plummeting to the ground where he crashes there, and that should be it. As you all know, Dragon Ball has been, since the very beginning, about Goku surpassing his own limits, he's got that attitude of "there's always someone stronger out there". Now he reaches the Afterlife, finds someone miles stronger than him and beats him anyway, this goes against the spirit established by the series.
    - Lack of Papoi >:C
Finally, I'll share some notes about the tournament.

These are the eight finalists:
  • Frog and Tolby hail from the South Galaxy
    Aqua is the sole fighter from the East Galaxy
    Olibu and Son Goku from the North Galaxy
    Maraiko, Tapika and Paikuhan from the West Galaxy
The fights are organized as such:

Quarter Finals
  • 1st Round - Tolbi versus Tapika
    2nd Round - Frog versus Maraiko
    3rd Round - Aqua versus Son Goku
    4th Round - Olibu versus Paikuhan
The Semi Finals are changed around, the winners of the second and the third rounds fight each other first, followed by the winners of the first and fourth rounds.

Semi Finals
  • 1st Round - Maraiko versus Son Goku
    2nd Round - Tolbi versus Paikuhan
Final
  • Paikuhan versus Goku
Although Goku is the winner they are both disqualified due to having touched the ceiling or the tournament grounds.

I'd like the Wedding Dress next, myself.

I like the concepts in the Garlic Jr arc... it just took soooo long... T.T
I'm still confused as to why I like the tournament part of the Afterlife Tournament arc so much. Or Paikuhan and Olibu's fights, to be more specific. I guess they really are that awesome.

Love this arc on the whole. Lots of good animation, and it's hilarious in a way we haven't really seen since early portions of the series. The Paikuhan/Goku fight does drag a bit, though, and it's unfortunate that the climax is, at least in my mind, the least entertaining part of the arc.

I'd agree with you if it didn't play so well into the characters' slow realization that they're the strongest people in the universe (maybe ever) in the Boo arc. It works with Goku's character direction as well.

Yeah but there's a seven year gap in there. At this time, Goku can't even turn Super Saiyan 2 yet.

Hey you guys! Guess what I just fucking watched? Oh yeah, it's Wedding Dress Arc time baby!

The good shit:
- We get to see the whole region around Mount Frypan. That's kinda cool, I guess.
- The whole region and castle look pretty sweet. Especially the castle.
- We're introduced to Hakkake Village, were Oolong came from. It's filled with pigs. Perverted pigs. Like Oolong, get it?
- Pilaf and gang return, their antics are kinda funny.
- Chi Chi kinda kicks some ass at moments. At least she shows she's capable of defending herself.
- Granma Hakkake is kinda funny, she's also Kuririns grandma, I swear.
- We see a loving and cute side of Chi Chi.
- Mount Gogyo and everything within are somewhat interesting concepts.
- Annin kicks ass, if you disagree, you're wrong.

The bad shit:
- They cunningly hide Chi Chi's mom's face.
- Goku and Chi Chi go on a fetch quest to get the Basho fan. Yay fetch quests.
- Pilaf and gang return. Yay for recurring villains.
- The scenes with Gyumao running from the fire get really old really fast.
- The whole arc has this feeling of silliness and pointlessness. All the little fetch quests are silly.
- I did not like to see Goku being aggressive. Especially towards his own grandpa. All to protect the life of his father-in-law who he barely knows at this point.
- To me the worse was that they didn't get the items they wanted but ended up with items they would need later. What is this? Final Fantasy?

All in all, fun little arc, similar to the other filler arcs and movies of the first series. It's nice to see something that's not all "I must beat this super strong guy".

I've also got a summary of the whole arc if anyone is interested.

What, no comment on the use of Pilaf? I was surprised when I learned Pilaf was in these episodes when I first watched this arc months ago. It really makes sense, espicially since Chiba would return for the next recording sessions as Raditz. I wonder if this was planned ahead of time or Nishio and friends just thought "Hey, let's use Chiba he's already warmed up his chemistry with Nozawa!"

I really liked the Wedding Dress arc as a whole. An'nin, Pilaf, the Oolong look-a-likes, the locations, etc.

It's good to see him back, it's always funny to see how hard they try only to fail again and again but at the same time, it's not really amazing to see them used yet again. They appear two or three times in the manga but in the anime they are constantly reused.

This story arc's also got a few references to Journey to the West (which are kinda brushed over in the Funi subtitles). So that's another feather in its cap, in my book.

That always bothered me. The guy's saved the entire planet at least twice over at that point and even his best friends aren't at his wedding?

Eh, Goku probably wouldn't even know that you invite your friends to that kind of thing. But Gyuumao and Baba should know better.

I would need the Anime Comics to check it out, but I think I remember the Other World Tenkaichi Budokai had a certain amount of variety in the fights, which was nice.
Never saw the Wedding Dress Filler though. It ends the original Dragon Ball series, right? Isn't that a bit anti-climatic for a series ending compared to the manga ending right after the epic final battle?

Yes, definitely, even though one of the major fights was unseen as I specified.

It does end the series, I wouldn't know about anti-climatic since it ends with a wedding. Also, it doesn't really end the story so... I'll leave it up to you.

Ah! True. But I was too concern with his overall rudeness. I mean, he normally behaves like a hick and may not be the most respectful towards authoritarian figures, but in here he was flat out rude and aggressive.

I loved the wedding arc because Chichi actually looked capable and also for Annin. Strongest female character until 18 came around, right? LOL
