Goku's 37 by the Boo arc, so probably this movie is set 2 years afterwards, and the Oracle Fish made her prediction when Goku was born.

Uhm... I would like to give the prophecy a few more months (about to turn 40) to let it be AGE 777. It would give more time for Videl and Yamcha to grow their hair from what it looked like from the 2008 special.

The only thing I can come up with, and it sounds like a stretch to myself, concerning the hair, maybe 08 special takes place at the beginning of the year and BOG near the end? Is Bulma's birth date mentioned in any guide?

I feel like a year would be enough time for her hair to grow, but not enough for his to get that long.

Or maybe Battle of Gods takes place a few months before the 2008 special. With this, no problem with hair or Tarble missing anymore.
And that would explain why such a big party for Mr. Satan with the Kaioshins, King Kai, etc. coming to Earth.

There's one thing that I find strange though... They mentioned during the recordings something about the Cherry trees being in bloom, right?

About Cherry Blossoms in Japan:

The blossoming begins in Okinawa in January and typically reaches Kyoto and Tokyo at the end of March or the beginning of April.

Not really much time if it is AGE 776 for the 2008 special. The beginning of Age 777 might be more accurate then...

So they may be doing that thing where "the film takes place around the same time of the year as it happens to be in real life" thing I've seen happen.

I've decided to just mst3k-mantra the character-design inconsistencies and in my personal head-canon, BOG happens after "Ossu!". In fact, maybe "Ossu!" occurs even earlier than I had thought, I dunno.

Imo it works better to use 08 special as a prelude to "Goku's so starved for a challenge he's going to ask Birusu to fight him even though Kaio-sama warned him not to and unlike Freeza, Birusu hasn't made any threats." because of how anxious Goku is throughout "Ossu!".

So maybe...08 special happens in mid-late 775?


EDIT: Also, regarding the prophecy itself, and the way the exchange between Birusu and Shoko-fish goes, I wouldn't put it entirely past Shoko-fish to have just randomly made up a number and a prophecy like that to keep Birusu's mind off of eating her.

I paused the video just now when it shows each of them up-close holding the scripts; it looks like Matsumoto's part is early on in the film (at least, this set of lines, for all I know she, and Nakagawa, could have more) and Nakagawa's are somewhere near the middle. If the oracle fish looks like a regular fish and has to stay in water to breathe, but she's talking with Birusu in the middle of the movie, does that mean Birusu returns to his home at some mid-point?

Which definitely solidifies my personal decision to mst3k-mantra the discrepancy of Yamcha's hair growing that long, that fast. Videl and Kuririn's could jump back and forth easily enough since their hair didn't change in length all that much, but Yamcha....yeah, for Yamcha in-universe hair answer I've got nothing aside from a far-fetched-sounding 'he's got such lustrous hair growth that he has to get it cut every week to keep that wild mane at bay". XD
