Those 'motion comics' are complete garbage!
Based off that trailer, I was excited for something akin to what was done with Watchmen: The Complete Motion Comic. Instead, the chapters are poorly composed, poorly timed slide shows accompanied by stock music. This could have been a unique new take on the series, but it just turns out to be like most everything else that's come out in the last decade or so in the realm of Dragon Ball... Cheap or incomplete (or both).

Since one artwork showed Dodoria wearing a blue one, it is unknown if the full-color staff will consider this an exception or if they'll consider that Freezer and Freezer's two henchmen are meant to have blue ones.
Personnally, I think they will consider it an exception given that the Ginyu Commando shows up with green scouters, and make every single scouter green, but we'll see.
EDIT: As shown by Fox666, in the Kanzenban there is one artwork showing him with a green scouter. Although it is likely that the full-color staff won't take Kanzenban covers into account, I do believe they'll make Freezer's scouter green and that it was intended to be this way all along according to Toriyama's vision, even during the original run (although this remains pure hypothesis).

That's a slightly misleading. By adding a color to where Nappa's scouter was supposed to be drawn, it would still be editing his art. And I don't want that. That'd be losing some charm to his original artwork. But they are already redrawing a lot of the artwork to begin with. Whoops, my mistakes, I was completely off track about the scouter thing!! 
I constantly forget about the Tankobon covers and when searching for scouter artworks, I went straight to Freezer-era artworks (remembering Raditz as a limited pallette when it was actually full color and skipping the Saiyan saga)!
Big failure on my part, but luckily, you guys are there to catch up for this!
Well then, I have to admit they could be green or blue alike - although green appears most often, which might have played a part in their choice -, the only thing I can maintain for sure is that there was never any red scouter for Toriyama!... unless someone proves me wrong about that, of course!
