That's why I think this God form is not natural to all Saiyans, it's given to Goku by the very specific circumstances here and he could not have achieved it by natural means (which doesn't mean he won't keep it afterwards).
It would seem illogical that one of the species in the lower universe would naturally be able to reach the power of Gods just through training and hard battles (and Goku had quite his share of those).

I hope there's a plausible explanation like this.

I think people are making a lot of assumptions about the control or care that Toriyama possesses for the project. The conversation over SSG could've very easily went like this:

TOEI: "All right, so what are we doing for the next Super Saiya-jin upgrade?"

TORI: "...Mm, I dunno, do we really need another one?"

TOEI: "Well, if we want this movie to make money, yeah. Think of the box office, the merchandise, etc. ..."

TORI: "Sold."

Super Saiya-jin God could be great but it kind of screams "let's make new toys!" more than genuine creative inspiration.

Going by what Toriyama said, Yusuke Watanabe suggested Birusu and SSJG. Because he said it was a "suggestion" it was put forward for his consideration, and following that he goes on to say how he thought it was a good idea. That's all we have to go on really, but who knows what goes on behind closed doors.

I think the concept of Super Saiyan God was just a natural move.
They probably thought about the scenario like:
- "Okay, we know even Super Saiyan 3 is completely powerless against Birus the first time, what could make a difference for the final fight? How can you become a threat to a god?"
- "Well, you'd have to be a god warrior yourself to fight a god warrior!"
- "That's it! Why don't we make Goku a god warrior now! That could be the ultimate step as a warrior and climax to the story! Something higher than Super Saiyan 3! A new supreme transformation, to become a god!! Rightfully called 'Super Saiyan GOD'!!"
- "Yeah! I like the idea! Having to come up with a design and characteristics for Goku transformed into a god is quite exciting for me!"

Well, to be fair, it is possible Kaio bragged a little too much about his victory! We know how Kaios love winning (or having their champions win)!
So it's easy to imagine Kaio got a little too carried away when winning that game and pissed off the God of Destruction a little!
But at least, he learned a lesson he's trying to teach Goku now: don't play with Birus, he might get pissed and the consequences could be disastrous!

I remember from the original series, when there he was showing Goku his hobbies, I felt so sorry for him to be able to do shit on such small planet, as I liked the character a lot as he was introduced.
He's my most favorite martial arts master and teacher in the series

Well, the original Super Saiyan was created because Toriyama wanted to make things a little easier on his assistant, who was the one who typically had to black in Goku's hair. Which was certainly very nice of him, but it also doesn't exactly scream "authentic creative inspiration".

Oh man, I'm loving that tidbit about why Kaio's planet was so small. That's ingenious, I really hope that's actually mentioned in the movie. That said though, I can't help but wonder if Toriyama came up with it completely on the fly because he liked the idea after he thought of it, or if it was done as more promotion for the movie kinda.

If it's permanent then the end of the manga itself is a problem since Goku was shown to still train.
