Wait, who said that the humans from Hell (people are still using HFIL? Why?), Nappa, #17, and #18 got stronger? Only Cell & Freeza are said to be stronger from what I recall.

Just because they wanted to surpass the Artificial Humans or Freeza doesn't mean they did. Look at Kuririn or Tenshinhan. Piccolo can't just decide "I'll surpass Freeza" and do it. What you are suggesting is that Piccolo got an over x120 boost through 5 years of training, which is very unlikely and very unneeded.

Why not compare him with the last Boo he faced or the last Boo that is alive? Gohan Boo was the strongest, but he eventually got weaker after reverting into Pure Boo. Then Pure Boo died, and only Mr. Boo was left behind. It could be any of Boo's forms, but the most likely ones are Gohan Boo, Pure Boo, and Mr. Boo IMO.
