How strong is Pui-Pui?

I have him at about 20-25 million. Easily beaten by Vegeta (90-96 million).

We have never seen a base saiyan take out an opponent who was above Frieza. Best feat we've seen from of any base saiyan is found in Goku's performance against the Ginyu Force.

I believe Bills says something more along the lines of you don't look strong enough to have beaten Freeza while looking at Goku's muscle mass, seemed more like an insult or a gag than an actual statement. Besides I doubt Goku was at full power in his base form anyways eg. Goku being suppressed down to 5k when he got back from Heaven to fight the Saiyans. Hell even Vegeta after getting ragdolled around by Kaioken x 2 Goku made a slight power up and he couldn't fully control his power yet.

Pui Pui and Yakon are both examples of opponents stronger than Freeza, Pui Pui being killed by a base Saiyan and Yakon being stalemated by a base Saiyan. Kaioshin was scared of both Pui Pui and Yakon, even wanting to gang up on the latter after seeing him slashing at Goku. I don't see any reason for him to be afraid of someone who is inferior to him. He didn't seem to be afraid of Piccolo in the Budokai, but then he is afraid of someone like Pui-Pui.

Clearly BOG says Frieza > Base Saiyans which I disagree with. I think Birus said it because he saw SSjin Goku beat FRIEZA SO IT WAS A RANDOM GUESS

On topic, Vegeta called Pocus a weakling so I think he is weaker than Frieza so around 50,000,000

Kaioshin isn't very bright.
