Different characteristics for different people. Cell's character is that he craves the attention and challenge, Its all of the negative qualities of Goku's previous enemies mixed together in the form of Cell. He even mentions to Trunks he delights in the sheer terror he can cause by putting despair on people's face by proving all their efforts are futile. Its why he wanted Goku to eat that senzu bean, its the thrill man, and Cell was a person that lived on the edge and also died on it too.
Your logic here doesn't fit with said character, doesn't fit with Buu either if you were to use him next. Also, I agree with Rereboy, Freeza's choices in RoF just come off as strange and out there due to what we know of him beforehand. He's so paranoid he takes all precautions to kill off any threat that may arise, but doesn't take in the most basic such as training. You say he didn't training because he thought his current strength was enough, but apparanently he felt these people could rivavl or surpass his strength in time if left unchecked which is why he got rid of them, didn't want anyone to challenge his throne as the strongest.
To me states he''s not even 100% confident in his own current abilities if he goes through so much trouble just to keep his title as the strongest. What's worse he's fully aware of Beerus and Majin Buu now, yet still doesn't take the time to train to become god tier to take care of those two as well? Freeza's pride won't allow anyone else to be stronger than him, yet he's okay with these two still kicking around out there somewhere. That's what happens when you introduced new things decades later and don't take into account Freeza's characterization and motives before make new material with him.
Now that I think about it, why didn't Sorbet and Tagoma seek out Avo and Cado? They supposedly rivaled Freeza according to Tarble and were running his organization during his demise, yet they aren't seeked out by those two. Why revive Freeza when you got two capable Freeza tier people already? They weren't dictators either as they looked pretty cool, reasonable, and chilled from what we say in the Tarble special, yet you want to revive someone much worst in character compared to them?
