Tenshinhan doesn't have it, but Yamcha and Kuririn do. Fairly certain you get those costumes from a Parallel Quest though, meaning they aren't supposed to be the characters from the main timeline. They are characters from time fragments that have elements of history all jumbled up because of the distortions caused by various dimwitted time travelers or the actual villains like Towa or Demigra.

I'm curious to see what the third DLC pack adds to the story. It's including RF related stuff, correct? If that's the last DLC, I suppose that would make Golden Freeza the final enemy in the game, unless they bring back Demigra.

So far, Pack 3's description contains nothing about Time Patrol Quests. So there may be nothing added to the game's story...

I'd selfishly prefer for them not add anything to the game's story. It would complicate my split timeline project further, and the Bardock/Broly plotline already does that enough.

Exactly. Xenoverse's story is hardly even a story, so much as it is an almost entirely esoteric spat between a handful of good and bad people whose actions are either entirely unnoticed (by virtue of the patroller's correction) or absolutely final. If you want the Time Patrol controlling history like a benevolent secret society, a macguffin that arbitrarily contains all of history within finite bounds, and alternate timelines further cracking apart for god knows why and ever-so-slowly ticking that clock forward by the action of no one (Parallel Quests), be my guest; congratulations, you're crazy. For what? Another powerless Kaioshin, Dabura's sister and a Demon God from ages past we as of now have zilch history on? I would have been fine if the timelines still branched. I feel that form of time travel simply makes more sense, and don't like the idea of history being permanently changed.
Instead, I would have said that Towa and Miira are causing branches that can't be undone, but Kaioshin of Time can insert us into those branches without them branching again and we're just working to keep the timelines as similar as possible to the main ones so that there is less information for the time vault to record. It only has to note the minor differences in these timelines, not everything, and that gives it more room before it fills up.
It also leaves room for their to be other split timelines that caused the events of movies and stuff. Which is honestly what parallel quests should have been, most of the ones we got give no explanation for why things are happening that way and it's wasted potential.

I agree about the wasted potential thing, and there are a lot of things in Xenoverse that seem rushed or confusing. Which is disappointing considering it's a continuation of DBOs story elements, which was very complex and well thought out.
My only real issue is with the games climax, where Goku is summoned to help beat Freeza Cell and Boo in West City. Despite getting a time marker for every mission in the game, we get absolutely no indication of when this is taking place (or if we did I missed it). Leaving the assumption that this is occurring in Age 850, and Goku was brought back to life with the dragon balls, which would be weird because as someone mentioned before in this thread, he no longer uses super saiyan... But then if it was at an earlier time in history, then surely the others would have shown up? Maybe that's why they never showed us just what the wish was that she was asking.
However everything else I actually think is sound, I think Demigra and Toki Toki is a good idea and well designed characters, I have no idea who designed him but I believe it. I think the writing in most of the cutscenes was kind of basic though. And certain things like the mentors in Toki Toki City are never explained, they're just there and want to help even if they're evil.

Oh yeah, things get really rushed and confusing toward the end of the game. I had trouble even following the Boo arc due to the jumps. And I honestly wasn't sure what the Kaioshin of Time was doing with the Dragon Balls even when Goku showed up. I had thought this might be taken place in the BoG era because we're given absolutely no explanation whatsoever on what's happening... we don't know where that city is, and just something vague about how Demigra must have used the Dragon Balls to bring back Freeza, Cell and Boo... then Gohan, Gotenks and Vegeta are also present, so was Goku really summoned from a different time? None of it makes any sense and it frustrates me quite a bit.
