What are the power levels gt characters on a scale

No, nothing changed in regards to the Gods. What changed is that Vegeta's boost is now stupidly huge, because of Toei's ignorance in regards to how huge the power gaps are in this series.

I think they're good. The only one I can really disagree with is SS4 Gogeta over Super Yi Xing Long. SYXL couldn't even get past Gogeta's aura, it's a huge gap in my opinion.

How about a 9.5 or a 10?

Uh... SS4 Goku and Yi Xing Long were not fighting evenly. Goku was getting horribly stomped. He surpassed his limits with Goten/Trunks/Gohan's power, then he started stomping Yi Xing Long, who in turn transformed into Super Yi Xing Long and then was strong enough to stomp Goku and Vegeta at the same time.

You are right, my mistake. He was actually winning against blind Goku, he tanked a Kamehameha x10 and made Goku revert back to his base form, that's probably why I gave Syn a 2.5 and Goku 1 (4 when he surpassed his limits).

Also, the reason he didn't obliterate them with a single attack was because he was toying, this is made more apparent when base Goku and Vegeta takes blows from him. It's like saying the humans are less than 10x weaker than the Cell kids since they weren't obliterated with a single attack.

As for the whole "toying" statement, after Goku and Vegeta got separated from the fusion, Omega was completely desperate about not giving them a chance to fuse again, during the time they were both trying to become Gogeta again, Goku managed to avoid some punches from Omega, that's why I don't see him ten times stronger.

I get that we have different points of view about what happened in the fight, but I honestly don't see why the villain should take care of the heroes' bodily integrity, the stakes were high if both of them managed to fuse and Omega knew about that, then again, GT is made by the same people who made the filler, like SSJ Goku and Vegeta vs Buuhan or SSJ Goku vs Ultimate Gohan, so I don't know when to take the plot seriously.

For the example of humans vs Cell Juniors, if I remember right, Cell gave the order to kill them right before Gohan turned SSJ2, that's why I thought they didn't die as a kid.

I read it many years ago, and it seems it hasn't been changed, I'm not saying that the wiki is "ultimate knowledge and nobody should ever think differently to it", but since I couldn't find any other translation about the topic, so far, is the best I got. The reason why I used it is because, as I said, I read it many years ago, it wasn't my first option, the other reason why I choose it is becuase of my opinion about it. It seems believable for me.

There's also a chance that somebody could change Vegeta's page in the trivia and put: "He's much sexier than Goku, according to Akira", and I would believe it, unless I find answers about it that contradicts the wiki on another site.
