Going by the katakana spelling, it should be pronounced more or less to rhyme with "psycho", only with a "z" sound at the start and the "r" on the end (a direct romanization of the katakana spelling would be "Zaikou"). "Xicor" is kind of an odd way of romanizing the katakana name, but it's taken from the pre-existing name of this character from the AF rumors. Here's Daizenshuu EX's explanation of the name from the rumor guide:
You may even have come across "episode guides" for the series listing full episode titles and descriptions, which also drop hints at new characters. For example, one of the most-cited "new characters" in these episode titles goes by the name of "Xicor". It is unknown where this name came from, what it is based on, or may possibly be a reference from or to. It may be of some relation to "Xizor" from the Star Wars expanded universe, though the pronunciations may be quite different ("zai - kor" vs "shee - zor"). Absolutely no mention of the name "Xicor" appears throughout the history of alt.fan.dragonball (a popular DragonBall discussion newsgroup), which leads us to believe that the name possibly came after approximately 2002-2003 (when the newsgroup began to decline in activity). Indeed, searching through the internet and its various fansites / forums will reveal that the name "Xicor" in conjunction with DragonBall AF took off in popularity sometime around 2004.

So in romanization it's Zaikoru? I'm learning to read in hiragana and katakan for two weeks now after I started with some of the Japanese basics in conversation

Yeah, but there's no "r" sound at the end of it.

If there was an intended "r" sound at the end of it from Toyble's perspective, it probably would be spelled something like ザイコーロ (za - i - koo [kou] - ro) or ザイコール (za - i - koo [kou] - ru). It's sorta kinda similar to how Freeza's name is フリーザ furiiza, which we don't typically end with the "er" (as in "Freezer").

Then again, the longer "aa" sound typically indicates an "er" sound in English, so I'm not sure what the long "oo" (or "ou") sound is intended to approximate in English, if anything other than a long syllable.

It can be used to indicate an "or" sound. For instance, "corkscrew" is spelled in katakana as コークスクリュー/kookusukuryuu.

Well anyway, Toyble will be at the Winter Comiket, which will be held on December 30th. It looks like all he’ll be selling is the finished version of DB Zero, and not the next AF volume. Each time he applies for Comiket, he always plans on having the next volume ready to sell, but he hasn’t been able to keep up at all. He’ll be able to have it out by next summer, though.

(Meanwhile, I continue to be mad about having been unable to attend a single Comiket during my time in Japan last year due to various schedule conflicts.)

I wounder when the next page will appear. My Predictions the next pages will about Xicor's origns and we will see the Z fighters going to Kami Lookout to train in the ROSAT.
