No he wasn't surprised.Tenshinhan,Roshi and the others knew that Freeza's mooks are nothing to him.Kuririn just got traumatized at that time and was very nervous.And before leaving,Kuririn also stated that they have Gohan and Boo in their team.So i doubt they would need 18.

I must echo the sentiments already expressed here; I was flabbergasted that they didn't allow No. 18 to take part in RoF. I mean they pulled the Muten Roshi out of retirement for christsakes, when they could have easily sent him, Tenshinhan, Kuririn, Jaco, and probably Gohan home and easily replaced them all with No. 18 by herself.
As for Videl, I'm not terribly surprised she retired early. She was a teenage tomboy trying to live up to her father's legacy, and now that she knows he's not really a super hero that probably takes a lot of pressure off her shoulders. Plus after that beating from Spopovitch I would be rethinking my life choices too.

They wouldn't have needed Kuririn either. It just strikes me as odd that he would go ahead and join the fight against Freeza, while 18 was told to stay behind. Not quite... he did gain a significant power-up from the majin charm but he barely had any control over his powers as Goku himself noted. Physically he's still a weakling even Mr. Satan wipe the floor with given Videl was smacking him around early on during their fight even dealing great damage to him even if he wasn't feeling it and keep in mind this is a girl who uses standard gym equipment for training.
