Obviously some over-paid kiddie book illustrartor. You can tell for the bodies of all the forms of Goku, the artist didn't use guidelines. The shoulder on SSj3 Goku is set way too low, and his arm's too small.

The other one that Hujio posted isn't too bad, even though I'm not a fan of the fist toward the rear.

Eh, I didn't think they were bad. FUNi were at least being creative rather than plain screen-cap pastings like their original DBZ singles. I thought they were fitting and liked 'em. Though rather they're better than Toei's new art, from my point of view, still undecided.
