How many wishes can Shenron grant?

Discussion, generally of an in-universe nature, regarding any aspect of the franchise (including movies, spin-offs, etc.) such as: techniques, character relationships, internal back-history, its universe, and more.

How many wishes can Shenron grant?

After Dende makes new Dragon Balls based on the original Shenron, the Viz manga jumps back and forth between him being able to grant 2 and 3 wishes. Which is it, 2 or 3?

It's three wishes, even says so in the Daizenshuu.

Like SSj_Rambo said, it is in the daizenshuu. More specifically, it's in "Daizenshuu 4: World Guide", under the "What are the Dragonballs?" section. Within the section there's a part called "The History of Shenron", and it lists the following:
  • Killed by Piccolo Daimao
  • Revived by Kami-sama
  • Wiped out through the fusion of Piccolo and Kami-sama
  • Dende becomes the god of Earth, and he is revived again
  • The number of wishes he can grant is raised to three

However, when a wish is made to revive a large number of people, it effectively counts for two wishes, and so only a total of two wishes can be made, rather than three. This is first mentioned in the Boo arc, by Piccolo. In the Cell arc, Dende only says that making the dragonballs able to revive large numbers of people would limit it to two wishes. It seems that the idea that three wishes can still be used as long as none of them are to revive large numbers of people was a sort of retcon introduced in the Boo arc.

I always thought that Dende just upgraded them in the seven years he had to tinker with 'em. :?

Nothing is said to suggest that though. And since they do later note that Muuri had upgraded the Namekian dragonballs since they were last seen, it'd be odd for Piccolo to not say that the "3 or 2" wish system for the Earth dragonballs was a new thing if Toriyama intended it to be.
