I honestly don't know where this cel is from, so...
I'm 99.9% sure it's official artwork, though.

Something about the proportions and Gohan's face lead me to believe it's not official artwork. That, and I have no idea where this would be from - Gohan's in cell-game clothes, but non-SSj, which would mean movie 8 (he was in an orange gi in movie 9, right?) but there's no such scene in that film.

Goku doesn't necessary have to be SSJ here. Goku was drawn as SSJ in his Frieza Saga uniform, but with the uniform being perfectly fine, by Toriyama.

I personally think it's not an official artwork.

The composition makes me think that if it was in the series anywhere it would have been during the end credits.

Gokuh's face and Gohan's face both look weird... I don't think it's official.

I think it's from some sort of commercial or something alike.
It's definitely NOT from the anime or any of the movies.

If this really is fanart, which I REALLY doubt, then if people could give me the artists name that would be awesome. Because I'd be an instant fan.

Also, I found it on Yahoo! Japan among all the other regular cels. It was a while ago though, or else I'd link you the page.

It looks like an eye-catch, but I don't remember any like that. Perhaps its for a commercial. I have a DBZ VHS fansub from the Buu saga, and it has a commercial of a Dragonball desk on it. I'm sure there are tonnes more merchandise out there.
