I also think it was a way to show she had matured and moved into the role her father may have had before. Also, nothing is cooler than watching a character from your favorite show smoking a cigerrette. Right kids??

There was actually a title page where she's drawn smoking earlier in the series. But I guess since she was only 16 then, it was edited out of the Kanzenban release.

Blooma smoked for the same reasons that people do IRL. Stress, addiction, relief, whatever.

Smoking was (and still is to a lesser extent... though I'll let someone like Julian or kei go into more authoritative detail) incredibly pervasive at that time in Japan, as well. Nothing like the stigma attached and lopped onto it like we had/have in the US.

In universe: I just took it as relief from stress and picking it up from her dad. Both points already made.
Out of universe: Toriyama + Japanese culture
I also recall seeing a scene during the Cell arc of Muten Roshi smoking.

In UK people call cigarettes as fags, something which is offensive to say in US.
My ex-teacher once asked me if I wanted to go fag with him but I don't smoke so I just said no. He'd make the fags instead of buying already done. Haven't seen him for couple of years now.

Toriyama himself was an avid smoker, and often commented that he should stop, saying he would go through a couple packs a day. So I've never really been too surprised that some of the characters in Dragon Ball, and many of his other series, smoked. Although it's never overpowering to any scene, it's just something one of them is doing casually while talking. And as Mike mentioned, it was a habit that was incredibly pervasive at that time in Japan.
