Which game was a bigger improvement over its predecessor
These games are notable for being a huge improvement over the games they succeeded but which one had the biggest jump in quality?
Super Butoden 2
This game improved the fluidity of the controls over the first one, added the ability to build up ki, made jumping more stable, and refined the graphics.
Budokai 3
This game had combat that was faster and more fluid than the first two games, the ki system was revamped completely, there's more defensive and maneuvering options (timed dodges, teleport counters, the ability to fly into the air freely, etc.), the basic moves shared between characters were much more personalized (as well as many special moves), the graphics improved the already stellar ones from Budokai 2 even further (EX: The aura actually look like they do in the show), and the campaign mode had more a lot replay value than the first Budokai's yet was more streamlined than the tedious Dragon World from Budokai 2. B3 was the first known DBZ game to subvert the "Fans Only" Label.
Last but not least those who own the Japanese version, Collector's Edition, or the Greatest Hits version get extra stuff including an additional movelist with all the basic move, combos, and priorities.
Budokai Tenkaichi 2
This game deepened the combo system from the first Tenkaichi game, added in a bunch of new defensive and maneuvering options, made the graphics less blocky and more vibrant, and added in tons of new content for hours of great unfrustrating replay value (even if Dragon Adventure was a bit long-winded).
Which did it best?

Legacy of Goku 2 comes in mind. The first game felt like a test in the water for DBZ games in the US and the game sucked really bad. However the sequel blows the first game out of the water. It was so good that it even got a Japanese release while the first game didn't.

Well I never played Butoden. However Budokai 3 was a huge improvement over Budokai 2.
I can't really remember the Tenkaichi games that well but I don't remember Tenkaichi 3 having the same kind of improvement over the original. I found the story mode to have waaaay too many fights that it made it really tedious and for that reason I probably preferred the first games storymode.
As someone reminded me above though Legacy if Goku 2 is easily the biggest improvement.

Like everyone else, Legacy of Goku II. I think Supersonic Warriors 2 also improved quite a bit over its predecessor (though, unlike LoG2, it was on the DS; so that's not quite as impressive, I suppose).

Legacy of Goku II was a masterpiece. It was the shit, as opposed to its predecessor merely being shit.
SuperSonic Warriors II was a nice improvement, as stated above. Super Broly, Cell, and Goku were total bullshit, though.
But we all know the best Dragon Ball game didn't need a sequel to improve it.

I thought that Shin Butouden was in the league with Super Butouden series, so it was like *New Butouden* on the *next-gen*.
Hands down Legacy of Goku 2. We played LOG with my friend and the gameplay was weird... We played simply by spamming kiblasts (and kamehameha sometimes) and running from the opponent, otherwise, you were dead.
There were some weird childish elements not from the show, but we liked it as a handheld RPG game from aerial view (like our then favorite Pokémon and Final Fantasy) based on our favorite show.
When trailer of Legacy of Goku 2 came out, we were blown away by the improved design, gameplay and story. Also, Super Saiyans and more characters to play with.
It was the best DBZ game for us in that time (Didn't play Budokai and Budokai 2 until few years back), myself, I played the game like 3 times. And yeah, the soundtrack was top notch. I didn't knew it was from the 'US version of the show.
Faulconer music works great for a game in this arrangement. I wasn't impressed by it in the actual show and can't watch that. But GBA Faulconer, that's nostalgia for me and still I like to listen to the LOG 2 tracks.

To answer the OP, outf of those 3 examples, Tenkaichi 1 to Tenkaichi 2 was just huge thinking about it. The whole presentation got a huge boost, most of the character models were tweaked and all of them got new animations, every single effect in the game ranging from the simple auras to the energy beams were new, the maps were either redone or were larger versions than their T1 variants, the menus weren't so bland, the music wasn't recycled from the Budokai series and it just looked a whole lot nicer. Then you actually sit down and played it and the overall speed was much faster, dashing around didn't feel so cluncky, you now had way more melee options and strings, energy attacks had weight and hits to them, Rush attacks no longer had that blue background and had more varied animations between rushes, you could actually transform during battles and de-transform. Going from 2 to 3 wasn't as big of a jump as going from 1 to 2.

Wow, Legacy of Goku II and Tenkaichi 2 are absolutely neck-and-neck, and I think it has to go to LoG II. Tenkaichi 2 did in one game what took Dimps two, but Legacy of Goku II is simply an entirely different game.
I guess its insulting to say to the Faulconer crew makes catchy game music, but man they made catchy game music. Eh....it had a waaaaay too long opening (the West City stuff), and that asinine dinosaur-egg moving game. Boss fights were done better in Buu's Fury, as bosses actually had special attacks (not the pathetic Kamehamehas that Cell had, or Tao's laughable Dodonpa.) And Buu's Fury also fixed it to where if you were running when you went off screen, you were still running at the next screen. And, to be fair, as much as I hate the place, LOG2 had no place nearly as explorable as the Namek Temple.

Budokai 3, Budokai Tenkaichi 2, and of course, Legacy of Goku II. BT3 and Buu's Fury felt more like expansion packs instead of actual sequels, even though BT3 had a few out of the ordinary features.
How about Sagas? Think about it, Avalanche has evolved over the years, so imagine a sequel or a reboot of the game. Now that'd be clutch!
