Goku's training with Kami

Goku's training with Kami
My question has to do with at which point in the series did Goku finally master the training he received during the Piccolo Jr. arc of Dragonball.
In the original Dragonball series during the three years Goku trained with Kami, Mr. Popo was training Goku on how to sense spirit energy, attack by using his ki, eliminate wasted movements, etc. in preparation for his fight with Piccolo at the tournament. During this period, it seemed Goku had a difficult time learning these new techniques.
During the fight with Piccolo Jr. at the tournament Kami remarked, that even though Goku had improved, he still had not reached the pinnicale of his training.
Fast forward to the battle on Namek: When Goku reached Namek, he was able to beat Rikum with one blow, read Kurririn’s mind, move so fast it seemed as though he was standing still, etc.
After watching Dragonball again, I get the impression that this was the level of training Kami was referring to. If not, when do you think Goku had learned the skills Kami was trying to teach him?

I'm not that familiar with Dragonball - was Kami refering to specific techniques Goku would learn later, or was Kami just commenting on how Goku wasn't as strong as he could be yet?
If it's the second one, then it was just a matter of time before Goku gained the strength Kami knew he was capable of.
If it's the second one, there's no reason to think Kami ever taught him such techniques. Goku wasn't strong enough to learn them before he died, and by the time he met up with Kami again he was a Super Saiyan - hardly in need of the techniques.

Uh...Kami-sama had little to do with Son Goku's training. When he actually saw what Goku had become, he was taken aback and incredibly surprised. When he makes the comment "you haven't reached your best" or whatever he said, he also admitted how little he took part in training Goku, meaning he was just estimating based on his own opinions.
Goku reached and surpassed everything Kami intended to make him by the time he fought Piccolo in the 23'rd Tenka'ichi Budokai.
Mind you, I'm not at all familiar with the Dragon Ball Anime - just the Manga. If you are strictly referring to his Anime Training, then forgive me.

Well, firstly, I was kinda under the impression that Goku was trained by Mr. Popo and Kami was just an observer for the most part. This explains why Kami was so surprised by how much Goku has improved when he finally sees him fighting at his peak against Piccolo.
The anime made it look like Goku was having a hard time training to keep the viewers on their toes, I guess. Also, it would make everyone more surprised when he shows off some of his moves (like pants-ing Tenshinhan
).
Anyways, I think that he was just getting started on perfecting the moves explained by Mr. Popo (like being faster than lightning, but quiet as the wind... something like that). So, I guess you can say that his training from Kaio and on the way to Namek better honed those skills.
