I just saw this but i am confused. Why is this not counted as a movie.

I read that a long time, but now i think i get it. Is it a guide to a video game.

Yes, this 'The Plan to Eradicate the Saiyans' is a video-guide to a videogame. It's not meant to be a new story, or a part of the DragonBall story, it's merely a video-game guide. Like the instructional-manga in the 'Metal Gear Solid 2' game-booklet, it's not the lost 'Solid Snake manga'.

A lot of people just assume its a movie, cause if you don't know what your watching, it just looks like a movie.

To summarize, it's a video-based guide to a game that was released on the Famicom. Later, the video was split into two parts and made into its own two FMV games on the Playdia.

It's no wonder there'd be some question as to what it is, if you didn't already know. I mean, inbetween scenes you get a video-gamey shot of the characters moving from one map point to another, with that "moop moop moop moop" noise... man, I'm glad I knew what it was before I saw it, because THAT would have had me going "WTH?!" every time!
BGM forever! If only more people paid attention to it... well, I intend to change that.
