It was really hard choosing between the Saiyaman Saga and the Otherworld Budokai Saga. (Unholy! I'm mixing Funimation terms with original Japanese terms! D'oh!) Actually, I don't dislike the Garlic Jr. Saga storywise at all. It's just I've watched mostly the Funimation dub, and watching back the voices were... odd. When I first saw it, I remember thinking it was great.

I really don't see a problem with the Saiyaman arc. I thought that some of the Saiyaman episodes were worthy of their rating, like the one with Gohan's first date; that cracked me up.
And, it makes it less dissapointing, since, 2 chapters into the manga, Videl figures out that Gohan is the Great Saiyaman. In the anime, it takes her several episodes, which fills the arc out well.
Bulma and the crab FTW. Yeah, sure, who'd ever say that?

I guess the Saiyaman saga can be a little hard to appreciate because its sorta got the whole ultraman/super sentai culture thing but really, it was the corniness that made me enjoy it. It was nice to se DBZ be funny again after how serious the Cell saga had been, even with Mr. Satan.

I love the Saiyaman arc because it was one of the most appropriate locations for filler I have ever seen. And it was funny. Plus, Kyle Hebert did a great job through all that when compared to much of his fellow Voice Cast (I've only seen it on TV, and years ago, unfortunately. I should buy those DVD's...)
I didn't really care for the Afterlife Budokai like so many do. I didn't like how it put a box on the unexplored possibilities for what Goku was in for during those 7 years.
To me, some of the worst was actually the filler that occured anytime between Cell coming back to life and dying for real, because I felt everything was paced absolutely perfectly in the Manga. Even though the sequence with the lesser Dragon Team heroes firing at Cell was really good, it stretched the realism of Gohan and Cell's stamina to a point that made me cringe, and took away severely from the obviousness of Cell's huge advantage during the Kamehameha vs. Kamehameha struggle.
Also, I absolutely loathe the filler for the 3 hour waiting period during the Earth vs. the Saiyans fight. Nappa just...ugh. Even after seeing it Japanese for the first time yesterday, it still sucked terribly (and the Dub has usually such a knack for making Filler worlds worse).

I believe it was the Great Saiyaman arc that made me love the Buu saga so much. It had comedy, action, romance, slice of life, parodies...and the cuteness of the Son brothers! (Whoopee~) And yeah, the Dragon Ball cast being "normal" people was such a hoot. I do think that arc deserved the high ratings ^_~
Next would be the Pre-Cell Games. We saw some real bonding between Goku and Gohan, and more "normal", happy, peaceful DBZ episodes are always needed. (Plus I get a kick trying to pinpoint when, uh, a certain someone was conceived. LOL)
And how can I not put the infamous Driving Episode in the list? As soon as I saw Meri's "Open Road Song" AMV years ago, I knew that I absolutely had to watch the episode. The dynamics between Goku and Piccolo were hilarious! (Me love Piccolo as Goku's rival more so than Vegeta...)
The first parts of Garlic Jr. were pretty funny, but I found myself fast-forwarding on the battle parts. Love Karin's reaction on Maron though.
Can I just forget Fake Namek and all the other fillers that happened during the Namek saga? I also don't remember the Snake Way filler that much anymore, so I can't talk about it. (Except FullyNaked!Goku walking around - that I can't forget.)
I'm not a huge fan of the Anoyoichi Budokai...I can't stand Goku fighting weird...fish...people. And bugs. But I guess Kaio-sama's scenes make up for it. (And of course, everyone underestimating Goku because he was "new"...)
