Dragon Ball Z Part 2 No. 4 is the thirteenth issue of Viz's "Dragon Ball Z" monthly comics, the original English-language printing of the Dragon Ball manga. It was released in March 1999 alongside the thirteenth issue of the "Dragon Ball"-branded chapters. All pages in this issue were originally printed in black and white.

The title page of chapter 219 is included on page 1 in its original black and white. The title page of chapter 220 is omitted.
Cover Illustration
This issue's Akira Toriyama cover illustration was drawn for the cover of Akira Toriyama - The World, published on 15 January 1990.[1] The illustration gets a full-page reprint in Dragon Ball Daizenshuu 1 ("The Complete Illustrations")[2] and a quarter-page reprint in the Dragon Ball Chōgashū ("A Visual History"), along with its color-variant version that was used for telephone cards.[3]

Page 32 is an advertisement for "Dragon Ball Z Specialty Store" at www.japanimation.com. This ad is reproduced on the sixth issue's page.
The back cover is a full-color advertisement for the Pioneer VHS releases of the "Namek Saga" of Dragon Ball Z, featuring the latest two installments: "The Ginyu Force" (Vol. 16) and "Super Saiyan!?" (Vol. 17). This ad is reproduced on the page for "Dragon Ball" Part 1-8.
