A scout robot is a fictional device in Dragon Ball and its expanded universe, used by the Galactic Patrol to examine life on alien planets. Scout robots are first mentioned in chapter 1 of the Dragon Ball prequel series Jaco the Galactic Patrolman, originally serialized in the 2013 #33 issue of Weekly Shōnen Jump, released 13 July 2013 in Japan.
General Overview

The Galactic Patrol has sent scout robots to Earth since ancient times, which relay back information about the planet, including the languages of its inhabitants. One in every hundred-thousand flies on Earth is actually a scout robot.[1]
Production
The concept of small, flying, reconnaissance/scout robots track back to "spy robots" used by Dr. Mashirito in Dr. Slump (where it is written with an interpunct as スパイ·ロボット)[2], as well as those by Dr. Gero in Dragon Ball (where it is written without an interpunct as スパイロボット)[3], all by Akira Toriyama.
