Jaco shows off the symbol of the Galactic Patrol, which is adored by all and feared by criminals.[1]

The Galactic Patrol (銀河パトロール Ginga Patorōru) is a fictional law enforcement organization in the Dragon Ball franchise and beyond. In its current Universe 7 incarnation, the Galactic Patrol is a group of 38 members overseen by the Galactic King, responsible for protecting the peace throughout the galaxy.

Formal entries in the ongoing Galactic Patrol series include 2008's Sachie-chan GOOD!! by Akira Toriyama and Masakazu Katsura, 2009's Jiya by Akira Toriyama and Masakazu Katsura, 2013's Jaco the Galactic Patrolman by Akira Toriyama, and 2018's Galactic Patrol Prisoner arc of the Dragon Ball Super manga by Toyōtaro and Akira Toriyama.

A "Galactic Police Organization" (宇宙警察機構 Uchū Keisatsu Kikō or occasionally more simply 宇宙警察 Uchū Keisatsu) is referenced within the franchise and source material both prior to and following the release of Sachie-chan GOOD!! in 2008. For the purposes of this article, this "Space Police" along with the finalized "Galactic Patrol" (銀河パトロール Ginga Patorōru), as well as its predecessor the "Galactic Police" (銀河警ら隊 Ginga Keira-tai), are all considered the same entity.

Overview

The Galactic Police lock up Moro following his battle with the Kaiōshin ten million years ago.[2]
Jaco explains the Galactic Patrol to Ōmori.[1]
In Universe 11, Dispo mentions to Toppo that Jiren is battling Oshlet aliens on Planet Toile that have recently escaped the Galactic Prison.[3]

The Galactic Police (銀河警ら隊 Ginga Keira-tai) served as the predecessor to the Galactic Patrol. Ten million years ago, they observed the battle between Moro and the Kaiōshin, opting to stay out of the battle themselves, locking up Moro upon his defeat.[2]

The Galactic Patrol (銀河パトロール Ginga Patorōru), overseen by the Galactic King[4][5], is in charge of protecting the peace throughout the galaxy, and operates a Galactic Prison (銀河刑務所 Ginga Keimusho) separate from their headquarters which features multiple prison cells.[6] Scout robots are occasionally sent out to observe planets (one in every hundred thousand flies on Earth is actually a scout robot), while other times actual members of the patrol themselves are dispatched.[7] There are currently 38 members of the Galactic Patrol, which handle the limited number of planets with intelligent lifeforms.[8] When Jaco Tilimentempibosshi applied to become a Galactic Patrolman, there were nine applicants for five open positions.[5] Each Galactic Patrolman is responsible for a certain number of sectors depending on their aptitude; while Merusu is responsible for 104 sectors, Jaco manages only three.[9] Manipulating time is extremely dangerous and is forbidden by intergalactic law.[7]

Depending on the circumstances, Galactic Patrol duties may include saving a species or eradicating it; to accomplish the latter, the patrol may use an extinction bomb specially made to spread a virus affecting only humans on its respective planet.[7] Jaco once mistakenly eradicated a planet's population, much to the annoyance of his senior.[8] At last report on file with the Galactic Patrol[10][7][11][note 1], Earth is not a particularly important planet; the Galactic King admits that even a klutz like Jaco is capable of handling a mission there, and Jaco is given the authority to eradicate its population if he so desires.[12]

Those working for the Galactic Patrol may also be sent out in squads[13], which themselves may or may not be named. Members of the patrol have access to various knowledge databases that can be directly inserted into a patrolman's brain, including alien languages and that of mechanical repair.[7] Special ear receivers can hear the sounds an ant makes more than 100 meters away.[8] While Galactic Patrol members are capable fighters, they are no match for certain aliens such as adult Saiyans or Freeza, nor will their extinction bomb work against them.[14] Certain members of the Galactic Patrol are married and/or go on dates.[15]

The Galactic Patrol has a training room just for agents which can take a lot of abuse, and there are even specific physical fitness results for the members. Jaco holds the title for upward facing dog pose three years running.[16]

Temporary Galactic Patrol status may be bestowed upon an individual or group of individuals at the Patrol's and Galactic King's discretion; the Galactic Patrol symbol is worn as part of this designation.[2][16]

On a full charge, Jaco's original Galactic Patrol ship could "probably" make two laps from headquarters to Earth.[5] Even older models of Galactic Patrol ships have gravity control devices and store energy inside the mass of a certain type of metal (with copper being an Earth equivalent).[14]

Planet Yardrat is outside the jurisdiction of the Galactic Patrol.[17]

The Galactic Patrol has a theme song.[7]

In Universe 11, Dispo mentions to Toppo that Jiren is battling Oshlet aliens on Planet Toile that have recently escaped the Galactic Prison, using the same wording (銀河刑務所 Ginga Keimusho) as that of Universe 7's; no attempt to reconcile or explain a Galactic Patrol's role versus that of the Pride Troopers has been made for Universe 11.[3]

Character biographies for Tullece and his henchmen, including Amond, from the brochure available to attendees of the Winter 1990 Toei Anime Fair.[24]
Members of the Galactic Patrol arrive on Planet Octo to find that Sachie and Zalid have already defeated Mil
Chilled and his men pose as members of the space police in Dragon Ball: Episode of Bardock.[31]
Example of a Galactic Patrolman design from the Dragon Ball Super manga similar to the original design from Sachie-chan GOOD!! and subsequently used in Jiya.[32]

The first reference to anything resembling a "Galactic Patrol" comes from background information on the character Amond in 1990's third theatrical Dragon Ball Z film, listed both in the theatrical brochure as well as the "Akira Toriyama: The World Special" book, though not stated within the film itself:

もとは銀河をまたにかけた凶悪な犯罪者で、宇宙警察機構に逮捕されナッツ星に収容されていた。ターレスがナッツ星を襲った時に脱獄、その仲間となる。

He was originally a villainous criminal traveling around the galaxy, but he was arrested by the space police organization and jailed on planet Nutz. He broke out when Tullece attacked planet Nutz, and became one of his men.
— Winter 1990 Toei Anime Fair Brochure (p. 4)

This "Space" or "Galactic Police Organization" (宇宙警察機構 Uchū Keisatsu Kikō) is referenced again in Dragon Ball Daizenshuu 7: Dragon Ball Large Encyclopedia, perhaps/likely based solely on this one character's biography:

宇宙には、一応「宇宙警察機構」なるものが存在している。ただし、フリーザやサイヤ人達に対抗する戦力は持っていない。

A “Galactic Police Organization” exists in the universe. However, they lack the fighting ability to oppose Freeza and the Saiyans.
— Dragon Ball Daizenshuu 7: Dragon Ball Large Encyclopedia (p. 44)

Sachie-chan GOOD!! serves as the proper debut work in the "Galactic Patrol" series by Akira Toriyama and Masakazu Katsura. At the time of its publication in early 2008, Toriyama felt that there was more to be done with the story, and that it perhaps could have been a short-term serial of about 100 pages. Katsura noted that Toriyama took a liking to the Galactic Patrol designs, and that Toriyama could write something in connection with it.[33]

Jiya, a three-chapter series once again produced by Toriyama and Katsura, is the second entry in the Galactic Patrol series, originally running in Weekly Young Jump between 2009 and 2010. In the short series, Galactic Patrolman Jiya arrives on Earth in search of his missing colleague Stece, but quickly finds himself fighting against alien interloper Vampa and his army of giant fleas. Jiya's outer suit sports the same design as the Galactic Patrol as designed by Katsura for Sachie-chan.

In 2011's Dragon Ball: Episode of Bardock manga series by Naho Ooishi (as well as its animated adaptation), Chilled and his men pose as members of the "Space Police" (宇宙警察 Uchū Keisatsu) when seeking out Bardock.[31]

Toriyama branched out on his own for 2013's Jaco the Galactic Patrolman, running through 2013 in Weekly Shōnen Jump as a prequel series to Dragon Ball, further expanding upon and revising the lore of the Galactic Patrol. While still sharing some design DNA, the symbol for the Galactic Patrol in Jaco is different than it had originally appeared in Sachie-chan and Jiya. Following the collected edition release of Jaco, Toriyama acknowledged in the Katsura Akira volume (which collects both Sachie-chan and Jiya) that he had been formulating the idea of the Galactic Patrol series ever since Sachie-chan's debut, and that all were considered parts of the Galactic Patrol series:[34]

To be honest, when we started drawing Sachie-chan GOOD!!, I had this idea of a “Galactic Patrol series”. I'd even thought of all this background information. Jaco the Galactic Patrolman, which I had serialized in Weekly Shōnen Jump in 2013, is also a part of that.
— Akira Toriyama

Toriyama and Toyotarō collaborated on the Galactic Patrol Prison arc of the Dragon Ball Super manga beginning in 2018, which continued to expand upon the lore of the Galactic Patrol within the context of the Dragon Ball franchise.[35] Designs similar to Jiya and the original Galactic Patrolmen in Sachie-chan can be seen in this run.

Notes

  1. In the first chapter of Jiya, the titular Galactic Patrolman arrives on Earth to find water among other beautiful resources, not to mention humanity itself. Jiya wonders why this is so different from Stece's report, which stated the environment and humans themselves were not worth saving. In the first chapter of Jaco the Galactic Patrolman, Jaco states that the Galactic Patrol has been informed that Earthlings are worthless creatures; Jaco was sent to help, but sees no reason to do so. In the "Dragon Ball Minus" bonus chapter of Jaco the Galactic Patrolman (which takes place chronologically before the rest of the series), the Galactic King further expands on this, stating that Earth is still a developing planet ruled by a weak and immature race. Jaco himself states that he checked their data on the planet, and Earthlings indeed seem to be a sinister people. In Dragon Ball Super manga chapter 53, as the trio of Shimorekka, Yunba, and OG73-I make their way to Earth, Seven-Three notes that data on "Planet 4032 Green-877", the third planet from its star, in the outskirts of the northern sector of space, lists the planet as still being in the developmental stage and of little value. Seven-Three goes on to note, however, that this data comes from before they were arrested by the Galactic Patrol, and may be out of date. Intentional or otherwise, these explanations in both Jaco the Galactic Patrolman and Dragon Ball Super align with and corroborate the falsified report by Stece in Jiya.
