"Galactic Patrol Enlistment!" is the forty-third chapter of the Dragon Ball Super manga series written and illustrated by Toyotarō, with supervision and guidance from original Dragon Ball author Akira Toriyama. It was published in Japan in the February 2019 issue of Shueisha's V-Jump, with a sale date of 21 December 2018.
Summary
10 Million Years Ago
Ten million years in the past, the Dai Kaiōshin and South Kaiōshin of Universe 7 are under fire. Comets hurtle toward the small planetoid where they stand. South Kaiōshin panics as Dai Kaiōshin is hit, but he is not harmed. In the space above, Moro stands, gathering the comets to use as ammunition. Then he gestures at a nearby planet and begins to leach the energy from the living things there. The Kaiōshin are distressed to see that Moro has destroyed another planet. Moro gathers the planet's energy into a ball and eats it, much to the surprise of the Kaiōshin, who had not previously realized what Moro had been doing when he destroyed planets. Moro powers up, and Dai Kaiōshin realizes they cannot win.
Meanwhile, the ancient Galactic Police, predecessor to the Galactic Patrol, are watching from a nearby spaceship. The "Planet-Eater Moro" is formally charged with the destruction of the Iragi Star System and the mass extinction of 320 planets, though they realize that they are not in a position to apprehend him and they must wait for the Kaiōshin to handle it. They retreat to a safer distance in their spaceship.
South Kaiōshin warns that if Moro grows any stronger, they will not be able to do anything. If they could neutralize his magic... Dai Kaiōshin says he has no choice; he will have to use his divine power to steal Moro's magic. South Kaiōshin is surprised to learn that this is possible. Dai Kaiōshin explains that it is a technique he created, thinking he might need it some day, but it is entirely too dangerous to teach to anyone else. He prepares the attack, and South Kaiōshin is alarmed at the amount of power he is putting into the technique, but Dai Kaiōshin ignores him and attacks. He sacrifices the majority of his divine power to seal away Moro's magic. After the battle, he leans on South Kaiōshin as they tell the Galactic Police to take over from here. Moro is unable to resist any longer, and the Galactic Police lock him in an ordinary cage.
Back to the present...
Merusu tells Goku and Vegeta that even without his magic, Moro was a competent fighter, so he was sentenced to death, but no one was able to kill him, so he was imprisoned for life instead. Vegeta is surprised that he is still alive after ten million years. Merusu explains that Moro has probably regained his magic somehow, so they need Dai Kaiōshin to recapture him. Vegeta asks what all this has to do with Majin Boo, so Merusu tells him that five million years after Moro's capture, Dai Kaiōshin was absorbed by Boo. Goku asks Vegeta if he knew that, and he says no.[a] Merusu tells them that their only hope is to somehow extract Dai Kaiōshin's knowledge from Boo.
Vegeta points out that since Boo was already sleeping, it could be days before he wakes up. Indeed, at that moment, some Galactic Patrolmen are trying to wake him up, and Boo nearly kills one of them in his sleep. Jaco asks Goku if there is not some way to wake him up, and Goku says no; that is just how Boo is. Merusu admits that is a problem, but since they have not yet located Moro, they cannot move yet anyway. Goku offers to help find Moro, and Merusu thinks that is a great idea. Vegeta is annoyed to be dragged here and then asked for a favor, but Merusu says that they have all heard rumors about them and their great power. Goku tries to play it off, talking about the stronger people who are out there in the other universes, and they even met another Saiyan recently... Merusu is very interested in this story,[b] but Vegeta has other concerns on his mind. He cannot sense Merusu's ki, but he is obviously not weak. He did not just exploit an opening to capture them; he was fast enough to put them out when they were on guard, and that says a lot about his skill.
A little later, Merusu escorts Goku and Vegeta to where the Galactic King is waiting to formally induct them into the Galactic Patrol. Goku asks who that is, and Jaco testily reminds him that he met the Galactic King at the tournament where they fought Universe 6. Goku remembers: he was the octopus guy! The Galactic King protests that he is not an octopus. Goku tries to shake his "hand" again, grabbing a tentacle, and the Galactic King once again reminds him that that is not a tentacle, while Jaco cringes.[c]
The Galactic King reads from a script, announcing that Son Goku, also known as Kakarrot, and Vegeta IV[d] are to be inducted as special members of the Galactic Patrol. They will serve until Moro is recaptured, and they will be dismissed if they are found abusing their authority, such as to cut in line to buy a parfait, or claim relevance to an investigation, or use the Galactic Patrol insignia to hit on girls...
Jaco presents both of them with official uniforms, and Goku says he does not want to wear it. Jaco does not understand; this uniform is their pride and joy, and the design is really cool. Goku says it looks hard to move around in. Merusu says they will not force them to wear it, but the rules to require that they wear the symbol, at least. Jaco tells them they are passing up the opportunity of a lifetime while another Patrolman draws the insignia on their normal clothes. Goku finds it embarrassing, and Vegeta does not seem to like it much either, but Jaco congratulates them on their induction and, as their superior, he will be handling their orientation. He tries to teach them the victory pose, but Goku wants to skip this part.
Just then, several Patrolmen rush through the hallway, and Goku asks what is going on. Merusu asks the same question, and Iriko tells him that the Macareni Gang has stolen something again. Goku asks who that is, and Jaco tells him they are punks who are always violating galactic law. Merusu tells Iriko that since they still have some time, he will take care of this himself, and Iriko is relieved. Goku asks if he is leaving, and Merusu promises him they will be back shortly, but Vegeta demands to come along; he wants to see Merusu in action. Goku thinks that is a great idea, and Merusu happily accepts their help. On the spaceship, Goku asks Jaco why he came, and he explains that since he is in charge of Earth, he has to come to watch over them.
On Planet Jung, a freight train rushes through the mountains. The planet's police approach the hijacked train on small hoverbikes, but they are shot down. Inside the train, Ghetti tells his older brother Pastar, who is holding the gun, that that was the last of them. Pastar thinks they did not put up much of a fight. This cargo will be worth a lot of money. Ghetti has the train conductors tied up with some kind of electric rope technique emanating from his hand, and when they struggle, he tells them to stay still.
The Galactic Patrol ship pulls up alongside the train, and Penne tells Pastar (also her older brother) to check it out. He seems excited that they have shown up, and says he will shoot them out of the sky. He tells Ghetti to keep watching the hostages. Then Merusu opens the hatch of the ship, noting that the cargo is Blue Aurum. Goku asks what that is, and Jaco tells him it is a fuel source for many machines, like Sky Gold on Earth.[e] Goku asks if it is worth a lot, and Jaco says it is, but worse, it is dangerous in the hands of criminals like these; that much Blue Aurum could make a bomb that would destroy an entire planet. Goku agrees that sounds bad.
Merusu hops down onto one of the cargo carts to inspect the Blue Aurum, thinking to himself that this might be the Macarenis' most ambitious heist yet. Then Pastar takes aim and fires at Merusu, who dodges the bullet. Pastar says it has been too long since they have seen each other, and Merusu tells him he is not going to clock out today until they are locked up. Pastar tries to convince Merusu that he was just saying hello; he would never try to fight him. Merusu orders him to put down his gun, then, so Pastar agrees, but then he catches sight of a sign indicating a track fork ahead. On the sly, he powers a special technique with a finger and then taps his gun before throwing it between the cart where he stands and the cart where Merusu stands. The gun lands on the hinge connecting their carts and then Pastar snaps his fingers, triggering the technique he used on the gun, and it explodes, severing the connection. Pastar then directs Penne to send Merusu down the other track. She extends a stretchy arm outside of the train and reaches beneath the track to flip a switch just as the engine clears the fork, sending Merusu's car in the other direction. Pastar then pulls a long gun from the back of his cloak and fires at the track ahead of Merusu, hoping to send him careening into a canyon with the explosives.
As the train engine shoots into a tunnel, Merusu uses his Galactic Patrol special-issue flight boots to stop the carts from derailing. Then he uses his communicator to tell Jaco to secure the Blue Aurum while he catches the Macareni Gang at the tunnel exit. Jaco takes off with his own emergency boot propellors,[f] and Goku realizes that is the only way they can fly. Vegeta notices that Merusu is gone, and Goku points out that he is already at the tunnel. Merusu flips onto the hood of the train engine as it exits the tunnel, but the conductors tell him that the criminals have already made their escape, probably in that spaceship that is taking off over there. Jaco realizes they took the Blue Aurum with them. The Macarenis are smug until Goku appears on their windshield to let them know they are not getting away.[g] They wonder who he is, and why he is with the Galactic Patrol; they did not expect to have to deal with someone who could fly.
Goku tells Merusu he caught the bad guys, and Merusu thanks him for the help, but then Vegeta notices that he is holding some kind of part in his hand. He realizes that Merusu had already disabled their ship and would have caught them even if Goku had not interfered; he only prioritized stopping the train to save the hostages. Vegeta does not know when he had time to sabotage the ship, and he is frustrated that he missed it.
On the ship, Jaco mocks the Macarenis, telling them this is what they get for messing with elites. Goku points out that Jaco did not really do anything. Vegeta cannot contain his suspicions any longer; he accuses Merusu of hiding his power, saying he could have done all that even quicker. Merusu insists that this is not the case; he did lead them along a bit so that he could requisition their spaceship, but he was not hiding his power. Vegeta asks Merusu if he is not capable of capturing Moro on his own, and Merusu says he is not. He is number one in the Galactic Patrol, but Moro is on another level. (Jaco sulkily interprets this as bragging.) Moro's power has no limits. Goku asks if this means that Moro is getting stronger, and Merusu confirms; if they do not capture him soon, things will get much worse.
Just then, Iriko gets a report from the Kusaya Squad; they were out scouting and managed to pinpoint Moro's location; he is passing through Sector KT40, which means he did not get as far as Merusu expected. Goku asks what direction that sector is in, and Jaco points. Goku puts his fingers to his forehead to search, and Jaco asks what he is doing. Vegeta tells him he can sense a large ki at a great distance if he knows where to look. Goku concentrates, finally honing in on his target...only to find that Moro can sense him too!
