"The Winning Universe is Decided at Last!!" is the thirteenth chapter of the Dragon Ball Super manga series written and illustrated by Toyotarō, with supervision and guidance from original Dragon Ball author Akira Toriyama. It was first published in Japan in the August 2016 issue of Shueisha's V-Jump, with a sale date of 21 June 2016.

Summary

Hit calls Goku's bluff, and in fact is able to knock Goku back before his attacks land. Goku continues to rush back in, and when he randomly tosses a punch out to the side, Hit suddenly appears, only just barely able to dodge. Goku tries this again, and is able to land a solid uppercut. Goku is predicting where Hit will appear a tenth of a second later! Goku reveals his entire analysis to Hit, then transforms up into a Super Saiyan to continue the fight. Hit recommends that Goku use the blue-haired form, but Goku is not ready for that yet.

The battle continues, with both Goku and Hit taking things more seriously. Champa begins to get worried, but Vados assures him that while Hit wastes no stamina using this technique, Goku is forced to stay on his toes with increasing anticipation. Goku has to do something, so he transforms into… Super Saiyan God?! Vegeta comments that, even at this point, Goku is still saving his trump card.

Hit skips time again, but at the last moment Goku is able to shoot him a glare and land a punch to the face. Goku's assault continues, much to Hit's dismay. Whis explains that Goku is closing the gap between them, which Vegeta was not able to do because of the strain from using Super Saiyan Blue several times in a row. Realizing the situation he is in, Hit powers-up and explains that he will absolutely skip the full duration, but he will only be able to pull this off once in this state. Goku rushes in with a punch, which Hit is able to skip… but Goku has transformed up to Super Saiyan Blue! Goku lands the attack, and fires a Kamehameha to seemingly knock Hit upward and out of the arena… but Hit has managed to dodge it.

Both Hit and Goku are genuinely excited to be fighting each other. Goku remarks that, as an assassin, Hit must have certain killing techniques he is unable to use in this tournament due to its specific rules, so Hit must in actuality be even stronger than this. With that remark, Goku hops out of the ring.

Beerus (knowing the truth about Monaka) is absolutely livid. Goku and Vegeta comment on each others' motivations, while a terrified Monaka makes his way down to the arena. As Beerus panics, Monaka runs in with twirling arms, only to land a wet thud of a punch against Hit's knee. Hit suddenly gets pushed backward out of the ring, leaving Monaka as the winner! Universe 7 takes the tournament!

Champa is too distracted with screaming at Hit for clearly throwing the match to notice what Beerus has to point out: the "Omni-King" — who rules over all twelve universes — has arrived! The Omni-King explains that even though Beerus and Champa arranged this on their own, it has been entertaining enough that he would like to see one with competitors from all twelve universes. Brimming with excitement, Goku runs in and extends a hand to the Omni-King, who returns the handshake as his attendants look on. As the Omni-King leaves, an exasperated Beerus explains that the Omni-King can wipe out an entirely universe on a whim if he pleases.

With the tournament over and Universe 7 the victor, Champa hands over the Super Dragon Balls, with the Nameless Planet itself being the seventh and final ball. Beerus has Whis make a wish to the Super Shenlong, but refuses to share what it was. Back in Champa's Cube, Vados notes that the humans on their Earth have been resurrected, and they are already creating delicious food.

Goku wants to have a battle with Monaka, but Beerus (understandably so!) refuses to allow this!

Continuity

  • The battle between Goku and Hit diverges significantly between the manga and the anime:
    • By far the biggest disparity is the fact that, in the anime, Goku uses a Kaiō-Ken-powered Super Saiyan Blue to fight Hit. In the manga, he uses mostly the red-haired Super Saiyan God form, only transforming into (regular) Super Saiyan Blue at the very end of the battle.
    • In the manga, the further Goku transforms, the less effect Hit’s Time-Skip seems to have on him. Whis states that this is because these kinds of special abilities tend to only work on people below a certain level.
      • Beerus then questions why is it that Goku can nullify the effect of the Time-Skip while in Super Saiyan God, but Vegeta couldn’t while in Super Saiyan Blue. Whis states that this is because Vegeta was only at one tenth of his usual power due to having previously used that transformation in his fight against Cabba. He further states that Super Saiyan Blue isn’t something one can transform into whenever one pleases, as it severely drains the user’s stamina.
    • In the manga, Hit is severely weaker than in the anime. Whereas in the anime he is fighting at full power from the very start, in the manga, he needs to release his full power, which he isn’t used to, considering he can beat most enemies by just using Time-Skip. Even then, Vegeta tells Goku after he concedes the battle that he could have won against Hit. Goku replies by saying that Vegeta also could have won if he had just saved up Super Saiyan Blue for his fight against Hit, since he could have won against Cabba with just his regular Super Saiyan form. Vegeta says that he used the stronger transformation because he wouldn’t be satisfied until he beat the Universe 6 Saiyan into shape.
    • In the anime, Hit figures that the way to beat Goku is by developing in the middle of battle, and so he does, expanding the reach of his Time-Skip from 0.1 seconds to 0.5 seconds. In the manga, however, he never goes beyond his original 0.1 seconds.
    • In the anime, just before conceding, Goku asks Beerus if it would be possible to nullify all of the tournament’s rules, namely the one that forbids killing, since, as an assassin, Hit would be able to show the skills he’s most used to if he’s not afraid to kill his opponent, and Goku wants to fight him at his full power (Champa is obviously in favor and Beerus is obviously against). In the manga, however, he never asks the question and just concedes.
  • In this chapter, Goku states that one of the reasons for conceding was to be able to see Monaka in action (Beerus is naturally enraged at hearing this). In the anime, he just concedes because he is not able to fight Hit at his full power while they are both subjected to the tournament’s rules (even if he still uses the fact that they still have Monaka to try to quell an enraged Beerus).
  • This battle is the only time in the manga that Vados’s barrier is broken during battle. It breaks several times over the tournament’s run in the anime.
  • The manga strongly implies that the Omni-King had been watching from the stands for a long time before he was noticed. In the anime, he states that he had been watching, but he never states where he was watching.
  • In the anime, Shin doesn’t seem to know who the Omni-King is (which severely upsets the Elder Kaiōshin)
  • In the anime, Whis and Vados seem to be able to be much more relaxed around the Omni-King, even being able to casually complain to him about their respective Gods of Destruction. In the manga, however, they have just as much reverence for him as all the gods.
  • The vast majority of Episode 41’s content is severely abridged in the manga, being told mostly through narration over the course of a mere two pages.
  • In the anime, Cabba one-sidedly decides to make Vegeta his master (no matter how much Vegeta refuses).
  • In the manga, we are merely told that Monaka is a regular alien with no fighting skills whatsoever. The anime expands on this by showing that he’s an interplanetary package delivery man. The anime also shows how Beerus convinced Monaka to join: by promising him a literal mountain of treasure, the same way Champa did to his fighters. Much in the same way, Beerus also expects Monaka to come back and serve as a motivator for Goku and Vegeta should he find it necessary yet again (which Monaka seems less than thrilled about).

Notes

Whis speaks the language of the gods.
  • For the first (and only) time in any Dragon Ball Super media, the Super Saiyan God form is called “Super Saiyan Red” by Goten (before being immediately corrected by Trunks).
  • The Omni-King’s attendants use the same farewell expression as Arale and Senbe from Dr. Slump: “Bye-cha!”
  • As with the TV series, the incantation used to summon Super Shenlong is essentially Japanese spoken backwards (タスナノギウアキ二オナ… チョンマゲ!).
