"Planet Namek in Decline" is the forty-sixth chapter of the Dragon Ball Super manga series written and illustrated by Toyotarō, with supervision and guidance from original Dragon Ball author Akira Toriyama. It was published in Japan in the May 2019 issue of Shueisha's V-Jump, with a sale date of 20 March 2019.
Summary
Moro attacks a weakened Vegeta while Goku shouts at him to stop. Goku tries to attack, but Moro grabs his leg and slings him around, attacking him with a geyser of flame fueled by New Namek's energy. Goku struggles to stay standing; he is totally drained. Moro tells him that the longer they fight, the weaker he will become, while... Suddenly, Vegeta attacks from behind with a Galic Cannon, but Moro just eats it, consuming its energy. Moro continues: "...while I grow even stronger." Vegeta and Goku realize there is nothing they can do.
Meanwhile, on Beerus's planet, Beerus is fishing. He yawns, complaining of boredom while he waits for a fish to bite. Then he notices Whis intent on his staff, and asks him what is going on. Whis tells him that Planet Namek's energy was dropping sharply so he decided to take a look. Beerus is excited and asks if the planet is dying. He says he barely has to do anything in Universe 7 since there's always some planet-buster around to do his job for him, which is good since he is so busy. He kneels down in front of the water and aims, then catches a fish with his hand. Whis reminds him that he just said he was bored. He retorts that he is busy killing time. He shouts out to the Oracle Fish, letting him know he has caught a fish, and the Oracle Fish reminds him that this is a fishing contest and using your hands is against the rules, which means he loses. He tosses the fish back in the water and says he was tired of fishing anyway. Whis asks him if he is content to let the matter they were discussing play out, and Beerus says yes; that planet does not have any food, since Namekians only drink water, so it does not interest him. Whis acknowledges his choice, and returns to watching the fight.
Goku and Vegeta are both exhausted, so Goku decides they have no choice but to abandon the Namekians and get back to Merusu and the Galactic Patrol. He grabs Vegeta's arm and tries to teleport, but he cannot. His ki is too depleted. Moro attacks them with a giant flaming ball, and they are not able to fully dodge it. Muri's entire village is destroyed, as the villagers can sense from a distance, and Goku and Vegeta are left lying in the crater. Moro tells them their resistance is over. He was surprised to find beings like them in this era; in his time, only Dai Kaiōshin, who took his magic from him, was able to challenge him. From a great height, he drops a knee to Goku's gut, grabbing him by the neck. He says he should tell them that they were never a threat to him. Gesturing with the other hand, he draws Vegeta to him, grabbing him by the neck as well. He tells both of them that this was not an unwelcome surprise; they will allow him to grow even stronger. Then he draws out their remaining energy, leaving them to fall to the ground lifeless, and then he eats the energy. His body is instantly restored to something like youth, and Moro is amazed that two individuals were able to restore him to this extent.
Cranberi approaches, telling Moro that he was sure all along that he could beat those two. Moro glances at him, and Cranberi assures Moro that he was not trying to escape earlier; he just thought he would take the opportunity to gather the Dragon Balls. Moro reminds him that he cannot deceive him; and Cranberi concedes. Moro asks him how he would go about gathering them, and he turns on his scouter, telling Moro that he can locate their villages with this device, and each village has one Dragon Ball. Moro casts out and observes that the Namekians nearby are scattering, and then Cranberi remembers that Moro does not need a scouter. Moro says he can sense a few locations where they are gathered, and asks Cranberi if these are the villages he mentioned, and Cranberi says they probably are. Moro tells him they should get on with it, and Cranberi hastens to agree. They take off in the ship, and Cranberi asks Moro whether those two are truly dead, and Moro tells him that those who have had their energy drained die quickly; they are of no concern, and they should just get on with their mission, so Cranberi flies toward the first village. After they are gone, Muri and Esca approach the crater and discover that Goku and Vegeta are still breathing.
Back on Earth, Mister Satan holds Bra while Bulma pilots a hovercraft, angry that Vegeta and Goku have been gone for an entire week. She holds up a piece of paper with the Galactic Patrol insignia on it, and asks Satan if the guys who took them had this on their uniforms, and Satan confirms that they did. Bulma says that confirms the Galactic Patrol was behind it. Satan asks her where they are going, and she tells him that her big sister has a communicator that can put them in touch with Jaco.
Merusu and Jaco return to Galactic Patrol Headquarters. Merusu is greeted by two patrolmen, and he asks them if it is true that Majin Boo has awakened. they confirm, and direct Merusu to the cafeteria; another patrolman escorts them, complaining that Boo is ravaging their food supplies. Merusu tells Iriko to keep the ship ready to depart for Planet Namek at a moment's notice. Jaco tells the other two patrolmen that the Macareni Gang is locked up on the ship and needs to be escorted to the Galactic Prison. They tell Jaco that they were wondering where he was; they got a message for him earlier. Jaco wonders if the message is from his Mama; he hopes she got the birthday card he sent. The patrolman says it was not from his Mama; it is from a woman on Earth named Tights.
Bulma yells at Jaco for making Vegeta and Goku join the Galactic Patrol, and he tells her it was the Galactic King's decision, so they had to obey. Bulma asks if they are at least safe, but Jaco is not sure; they teleported away before anyone could stop them. Jaco thinks techniques like this make law enforcement difficult and should be illegal, but Bulma is not interested in his excuses; if anything has happened to Vegeta, she will hold him responsible. Satan tells her to ask about Boo; Jaco says Boo is fine, and just woke up. Bulma tells Jaco to send her a ship; she is going to go out there and see Moro with her own eyes before everyone dies. Jaco holds the communicator away from his head and tells Bulma that he ran out of minutes and the connection is breaking up. He makes a buzzing noise, and says he must have made too many calls this month, and then hangs up, ignoring Bulma's protests. Bulma does not buy it. Jaco complains that Bulma treats the Galactic Patrol like a taxi service, but then Iriko comes in to tell Jaco that the Kusaya Squad was patrolling near Namek and they sent a message that they got readings for Goku and Vegeta. Jaco is happy they are still alive, and Iriko agrees; things could be worse. Jaco wonders if he should call Bulma back.
On Namek, in a house built into a cave in a small hill, Esca heals Goku and Vegeta of their worst injuries while Muri watches over them. Goku wakes up and thanks Esca, telling him not to overdo it, since his energy was drained too. Esca says he is fine; he is not as talented as Dende, but he can heal too, and he wanted to help them recover as quickly as possible, even if he is not capable of restoring their full strength. They saved him and Muri, so it is the least he can do. He heals Vegeta, who sits up quickly and then grunts in pain. Esca tells him not to try to get up yet, and then thanks him for saving him. Goku tells him wearily that they are still alive.
Vegeta asks how long they have been out, and Muri says three full days. Goku and Vegeta are both shocked by this. Vegeta asks what Moro is doing, and one of the other Namekians says that he has already attacked three villages and he will likely attack Elder Tsuburi's village next. Vegeta is alarmed that Moro has already gathered three of the Dragon Balls, and his body is still wrecked. Muri is ashamed at their failure. Just then, some loud noises alert them to the fact that Moro is attacking again.
Moro attacks Tsuburi's village with geysers of Namek's lifeforce and holds Tanisshi hostage before tossing him into the geyser, killing him. Tsuburi grows angry, but Moro tells him there is no hope, so he should hand over his Dragon Ball. One of the villagers protests that they would never just hand it over to someone like him; then that villager is launched into the geysers as well. Tsuburi is distressed, but Moro tells him that they are all fated to die, so he might as well stop resisting.
Back in the cave, Goku and Vegeta sit helpless while Moro attacks the village. Goku still has not recovered enough energy to teleport. Muri tells them there is still hope; they have not been doing nothing for three days. They still have assimilation as a last resort. Vegeta is confused, and Goku asks if that is like what Piccolo did with God. Muri explains that the strongest warriors from each village have been combining and they are on their way to Tsuburi's village.
Three Namekian warriors fly over the Namekian landscape. The one in the center reaches out to the other two, placing his hands on their shoulders and assimilating them. In the cave, Muri tells Goku and Vegeta that this assimilated warrior can defeat anything that threatens them; this is how they have protected themselves throughout the ages.
Tsuburi tells Moro that his terror is about to end. Moro asks what he means, and Tsuburi tells him that the Savior of Namek is coming to destroy him. The savior continues on his path, assimilating four more warriors. From his cave, Muri cheers him on. Cranberi is alarmed by an approaching reading on his scouter, and he looks around to see what is coming, but Moro does not. Tsuburi is happy to see that the savior has arrived at last. The savior flies in to attack Moro from behind and finds himself impaled on the arm of Moro, who never even turned around. Moro asks Tsuburi if this is their savior; he tells them he is sorry that the savior was dead before he ever saw his face.

The events of this chapter take place after the final episode of Dragon Ball Super and they have not been depicted in any other continuity.
