Four universes are sitting out the Tournament of Power presumably because they are too strong, so I am guessing they will feature in future arcs.

It's hard to rank them really, I can just echo the general feeling that Black felt much more menacing than Zamasu and the mistery around him was really carrying the plot for most of the arc. Zamasu himself had less build-up, and in my opinion at times felt overly exaggerated with his justice ...

I'm making the declaration that Black is just an undead version of the Goku that died in Trunk's timeline resurrected by Zamasu to be his servant. How the hell Zamasu can even pull off bringing back the dead will be revealed soon.
