While it is not strictly impossible, it's highly unlikely...As I've said, you shouldn't expect much.

It's entirely possible for Goku to be under a million because nothing says that Freeza was trying at the start of their match, or until Goku actually got serious with the Kaio Ken for that matter.

I think the part that catches everyone is the intent of the animation. But does the intent of something change what it is? Was it marketed as an OVA or as a walkthrough companion to the game? And does that really matter?

The video isn't a movie. It's a walkthrough.
"Walkthrough" is one of the objectives of the animation. But it remains animation.

As Olivier said, an OVA is no more than "animation made originally for the video market", and what we have with "Plan" is no more than that. We have "full animation ...

The guidebooks are lower than the movies because the guidbooks (as a whole) are derived from the manga, the anime, filler, and the movies -so it can't be taken as more accurate than what it's derived from.
