Amazon.co.uk, GAME and Play.com have listings for the game now and they say the release date is 02/07/10 for the UK/Europe. Haven't seen any official announcements yet, but it seems like a safe bet.

Any tips on getting a S ranks on chapter 2-2 and 4-1? I can only get a A rank on 2-2 even though I had a high combo (60), near full health (94%) and a decent time (around 7 minutes).

It seems the UK isn't getting it, you might be able to import it but the book and such will be in French/German/whatever.

If you live outside the US, I would recommend Amazon over Right Stuff. Like I said, Right Stuff is only ridiculously early because they're able to risk pre-street date releases. That gives them an edge. If you live outside the US, things could get held up at customs, etc, making that edge ...
