One thing people seem to forget is that Koyama is the actual writer of all 13 Z movies (meaning that he did the power-scaling) and he has flat out stated that intended Z-Broly to be strongest Pre-BoG character in the franchise and never intended Janemba & Hirudegarn to be stronger than him.

Another thing people forget is that the Z movies generally don't power-scale to the main canon (except Bojack Unbound and Bardock, Trunks & Tarble specials). Just compare Tree of Might to the canon Saiyan saga for example.

DBZ Expert, the screenshots you've provided themselves tell a different story than what we're interpreting.
The guy himself states that it'd be impossible to compare Broly and Cell's powers, but if he had to give his opinion anyways, he'd think Broly might be stronger.

He's not the kind of guy who'd dig through every single statement in guidebooks or pay extra attention to every line in the Manga and know exactly how Super Perfect Cell says in Volume 28 Chapter 415 Page No. 138 that he can destroy the Solar System. That's probably not how he spends his free time, and probably not what's on his mind the most when he's working either.

Also, Broly got 4 Movies of his own, depicting him as this hulking beast who's never defeated by the efforts of a single character unlike the other Movie villains. Try asking any casual DBZ fan on the streets who the Top 5 strongest guys in Dragon Ball Z are, and let me know if he doesn't mention Broly (if he's seen one of his movies).
