Why didn't Freeza or Cell fight King Emna?
When Goku died, he asked King Emna if Raditz gave him a hard time before he was sent to hell. He said that Raditz did, but wasn't strong enough to overpower him.
If that's the case, then why didn't Freeza or Cell try to kill him? I'm pretty damn sure they're stronger... or is it when they die they lose their power and he is in control of them?

Maybe there's something special for villains that are stronger than Enma.

They haven't bodies, they are just clouds. Of course Enma Daio doesn't have any probably in dealing with them.

Yeah, remember that in the manga, only special people like Goku get to keep their bodies after they die. Regular folks and really evil guys are just bodiless souls; Goku even specifically says after the Cell Games that Cell didn't get to keep his body. So a bodiless soul shouldn't be too much trouble for Enma to handle. All that stuff about Freeza and Cell keeping their bodies after death and causing trouble in the afterlife is just filler.

A theory of mine is that when a person dies on the DB Universe, if the person is exceptionally stronger (past Freeza level), then they can retain this "false body", which is just their will manipulating their soul (that cloud) to take the form of their body when they were alive. Although they show some sort of power, ultimately, they are not as strong as when they were alive, and, it is implied that people like Enma have a special kind of power over those false bodies, because they are dead. So, he can contain even beings that are thousands of times stronger than him. Although I don't like bringing GT into the discussion as much as everyone here, there is a particular tidbit that is quite interesting: when Freeza and Cell fight Goku in Hell, there is an old woman who uses a technique that is supposed to encase Goku in ice and freeze him forever. However, since he is still alive, this technique doesn't work on him. It works perfectly on Cell and Freeza because they are dead. Just like how a Phoenix Down is keen to dispel dead beings in the Final Fantasy universe.
Of course, all these things about Freeza, Cell and Dabura are filler (although at least Dabura has a better explanation), so it's easier to say they couldn't even fight Enma, since they were just weak souls.
That said, does anyone remember what happened to these guys when they got to Enma (in the anime?) I know it's filler, but some of those are quite hilarious. I remember:
- Cell is making a ruckus, so Enma creates a hole below him and sends him directly to Hell.
- Dabura is making even more of a ruckus, and Enma doesn't know what to do with him, so he smashes him with a giant "HEAVEN" stamp and sends him to Heaven, where Dabura won't cause any trouble.
Of course, all these things about Freeza, Cell and Dabura are filler (although at least Dabura has a better explanation), so it's easier to say they couldn't even fight Enma, since they were just weak souls.

I have this little fanon-based system I've set up in my head that kind of ties everything together. Normal bad souls just get held in Hell temporarily until they're cleansed and eventually reincarnated. But just like how the super-heroic special good people get to keep their bodies, the especially-bad, scummy, worst-of-the-worst people, like Freeza, are also considered "special" and allowed to keep their bodies... for purposes of punishment. Their power in these bodies is suppressed, and they undergo torture in Hell for a couple centuries or what-not, depending on their level of evil in life, until eventually being reduced to a soul, cleansed, and reincarnated like everyone else in Hell.

The problem with that though is that in the manga Goku specifically says that normal people and especially evil people are the ones who don't get bodies.

No, we don't get to actually see Dabra in Heaven in the manga. Enma merely mentions that he sent him there when Goku comes by to inquire about Gohan's whereabouts.

Wait, so Dabra kept his body basically? Dang, I guess that's understandable but if I were Cell or Freeza, I'd be pissed as hell, no pun intended.

No, people in Heaven don't necessarily keep their bodies. Hell, even in the anime, they explain that only people considered worthy to go to Dai Kaiou's and train get to keep their bodies. Honestly, all this "people keep their bodies" crap should just be brushed aside as "filler writers not knowing what they were doing". It's not even consistent with other filler, let alone canon.

We see a handful of souls with bodies, though, so most likely there are instances in which the soul takes on physical form. This would explain how Raditz put up a fight at all. It also resolves the Doctor Slump inconsistencies, but that's a different argument.
Getting an actual body would still be a big deal, though, especially for fighters. With a physical body, you wouldn't be able to train the physical side of yourself (ie: the source of power Ginyu considers to be all of one's power). So unless you were a fighter obsessed with spending eternity training, you probably wouldn't even want a body, while only getting sent to Heaven means you get to ask for one. These could be the rare conditions.

I don't think Raditz "put up a fight" at all, personally. I think Enma's just exaggerating...a lot.
