Neko Majin Z NOT playable in Bukuu Ressen, but...
The Bandai page says "サポートキャラ「ネコマジンZ」", support character 「Neko Majin Z」, so he is 'just' a summonable character :/

You know. I just realized since Germany _has_ released Neko Majin Z, there's a itsy-bitsy fantamalistic small chance Z is in the European version of SSW2. Can't wait for our release ^^ (And waiting till someone confirms it or says it doesn't work...)

But the main reason not to include Neko Majin Z in a non-Japan release of Bukuu Ressen is because Neko Majin Z hasn't been released in other countries, right? Unlock Neko Majin Z in Bukuu Ressen + MORE!
VegettoEX @ 9:25 am EST -- Finally got a friend over in Japan to pick up this month's issue of V-Jump. Soooo... ready to unlock Neko Majin Z in your Bukû Ressen...?!?
First, you must have beaten "Z Battle Mode" at least once. Next, win all 60 fights in "Mania"/"Maximum" mode. NEXT, on the mode select screen, press:
(hey, stop copying & pasting news from other sites verbatim!)
Up, X, Down, Y, L, R, L, R, Start
Finally, when choosing your support character for a battle, hold the "R" button while pressing "A" to select them.

Then read the thread. He's a support character in the Japanese version. I don't think Z is in the European version, but there's a small possibilty, he is translated in German.
