Goku indeed does look naked on that cover, guess that's fan-service for the female buyers, as well as any converted male fans out there.
Concerning the US cover art, it's not really that bad, hell I wouldn't mind the change if I was buying it (no cracks, I'm straight). On the subject of other DBZ US game covers, I actually prefer Budokai 2 and Budokai Tenkaichi's US covers over the Japanese releases, and the Greatest Hits Budokai 3 release gives the sweet Japanese cover art of Goku and Vegeta about to strike each other, so score there. It's all personal preference, I guess.

Ugh, it's like Atari stopped trying with the covers.

I don't like the UK's two Budokai covers (PS2 and GCN). They look like cheap, fan-made mock up covers. What with the Budokai font being rather cheesey and the artwork being composed of American drawn and screenshot clippings of characters. Most notably, Vegeta looks rather awful in the GCN one..as if he came out of the Becket or FUNimation drawn DVD covers.
Dragon Ball Z's cover is simplistic but ties with US Budokai for overall awesomeness.
Dragon Ball Z 2 and Budokai 2 (UK) instawin for being just plain entirely awesome. For some reason, the US Budokai 2 cover rubs me the wrong way.
Budokai 3..what the hell? They made two versions for the US (one before the final production) and they both sucked even if they were alternate drawings of Goku punching. Thankfully this was done away with for the Greatest Hits version when using Dragon Ball Z 3's cover. Budokai 3 in the UK isn't that bad. Certainly better than the US.
Sparking's a bit touchy. Both are good, but I like Japan's cover a tad more.
Now onto the more important one. Shin Budokai. The US one completely sucks and looks like it's not even a finished cover. I'm sorry, but the Japanese one is so much better and effort appears to be present in the art. This seems to be fueling more reason for me to buy a PSP and import the game. If the US copy doesn't include Japanese voices, I'm totally importing.

Broli's, by any chance.Whose eyes are those on top anyway. The cover would be ten times better if they removed the eyes, moved the logo to the top and raised the image of Goku so that we could see his full, clothed self.
