I would say that Freeza's arc came to an end when he was defeated by Goku. He's a minor antagonist at the beginning of a new story. Trunks killing Freeza wasn't the climax.

Then it suffered from being a great fight that already had length to demanding an extended payoff of SSJ Goku going to town on Freeza. From the moment Tao fights Goku to the conclusion of the Freeza arc are the most "pure" the series ever was. Before that it was just finding it's footing and discovering itself. After that it was sort of existing just because it was still popular.
